1. The town should impose a residency requirement on use <br /> of the park by organized team activity_, patterned after <br /> the Madison Recreation leagues. No school age team <br /> could have more than two (2) members who were not <br /> students in the Middleton-Cross Plains School District, <br /> and no adult team could have more than two (2) members <br /> that are not residents of the Town of Middleton. <br /> Madison has imposed residency requirements for years. <br /> 2 . Lights should be out by 10:00 p.m. , and no inning <br /> started later than 9: 30 p.m. The park should be closed <br /> at 10: 15 p.m. We also ask that the leagues make a good <br /> faith effort to schedule games during daylight to the <br /> extent possible, to minimize use of the lights. <br /> 3. The lights should remain off on Saturdays and Sundays. <br /> Of course, many games could be played on the weekends <br /> during daylight hours. <br /> 4. No alcohol should be sold or used on the premises. <br /> 5. No additional lighting would be added to the park <br /> beyond that currently in place and the single set of <br /> lights to be moved from the old town hall field. <br /> 6. No motorized vehicles would be permitted beyond the <br /> current parking and garage areas. Barriers (posts or <br /> gates, as necessary) on paved trails and any trails <br /> wide enough for motorized traffic would allow bicycle <br /> and wheelchair access, but would preclude motorized <br /> traffic on trails throughout the park. <br /> These restrictions go beyond the lights themselves for a <br /> number of reasons.
