KOSCIK, P.E., Director AL CZECHOLINSKI <br /> 217 S.Hamilton St.Suite 400 <br /> 608-266-4018 Solid Waste Engineer/Hydrogeologist <br /> 608-267-1533 FAX 608-266-4139 <br /> August 25, 1992 <br /> To: Dane County Zoning and Natural Resources Committee <br /> Town of Westport Board <br /> Town of Westport Planning Commission <br /> Re: Conditional Use Permit for a Yard Waste Compost Site <br /> Dear Sir/Madam: <br /> Dane County Public Works hereby applies for a Conditional Use Permit for the following <br /> parcel located in the Town of Westport, Section 2, T8N, R9E: <br /> Commencing at the southwest corner of Section 2, T8N, R9E, Town of Westport, <br /> thence northerly along the West line of said Section 2,1000 feet to the point of <br /> beginning of this description: thence easterly parallel to the South section line 700 <br /> feet, thence northerly parallel to the West section line 600 feet, thence westerly <br /> parallel to the South section line 700 feet, and thence southerly along the West <br /> section line 600 to the point of beginning. <br /> Dane County Public Works proposes to establish and operate a yard waste compost site on <br /> the parcel described above. The proposed yard waste compost site is located on <br /> approximately 9 acres of a 160 acre parcel owned by Dane County Public Works. The <br /> nearest residence is located approximately 900 feet to the south and is owned by Dane <br /> County. Several other residences are located to the southeast and southwest of the site <br /> along State Highway 19. The land is currently used for agriculture and is zoned A- <br /> 1(exclusive). Agricultural fields surround the proposed site. A rock quarry is located <br /> approximately 1700 feet to the south and a landscaping company is located approximately a <br /> quarter mile to the southwest. These current land uses will not be affected by the proposed <br /> compost operation. In recent years, Dane County Public Works has operated 3 DNR <br /> approved compost sites. At present the County is operating 2 sites: one is located adjacent <br /> to the closed Verona Landfill and the other is south of Madison at Lakefarm Park. The <br /> proposed Westport compost site will expand the County's yard waste compost program by <br /> providing a more readily accessible site for northeastern Dane County. Application has <br />
