been made to the DNR to establish and operate the proposed yard waste compost site in <br /> accordance with NR 502.04 and NR 502.08(2)(b), Wisconsin Administrative Code. <br /> Work on the site would begin as soon as all approvals are obtained. Dane County Public <br /> Works will operate this site using basic windrow technology. The site will be maintained <br /> to prevent ponding and surface runoff. The high, well-drained topography present at this <br /> site makes it very suitable for use as a yard waste compost site. An existing access road <br /> located at 5254 State Highway 19 will be used to reach the site. A small portable building <br /> will be installed for the site monitor. A portable toilet and a trash receptacle will also be <br /> present during the operating season. The site will be open from approximately April <br /> through December each year. Because the fall leaf collection season has arrived and is the <br /> busiest part of the year, Dane County Public Works requests that the Zoning and Natural <br /> Resources Committee make their decision on this application for a Conditional Use Permit <br /> at the public hearing on October 13 so that the site can be made available to the public as <br /> soon as possible. <br /> Only bulk yard waste will be accepted. No material will be accepted in bags. The yard <br /> waste will be formed into large windrows for composting using a front-end loader. Loads <br /> containing mixed refuse will not be accepted. The windrows will be turned periodically to <br /> maintain aerobic conditions within the pile and to optimize the composting process. After <br /> the compost has matured, the material will be removed from the site to make room for the <br /> next season's yard waste. The finished compost will be available to the public at no charge <br /> for use as a mulch and a soil conditioner. A surplus of compost will not be stored at the <br /> site.
