COUNTY OF DANE
CORRESPONDENCE MEMORANDUM
Dane County Zoning - Rm. 116 City-County Bldg.
Madison Wi 53709 - PH: 608/266-4266 - Fax 608/266-4154
DATE: March 1, 1994
TO: Lyman Anderson (per your request)
Copies: Zoning & Natural Resources Committee
FROM: Bill Fleck,
SUBJECT: John Rowley salvage yard - zoning compliance record - CUP
419 issued 3/18/85
The salvage yard was in compliance in 1986, 1988, 1989, 1990 and
1991.
1987. Inspection disclosed at least 4 vehicles stored outside
of West line of yard. John Rowley was notified and
compliance was satisfied within 2 weeks.
1992 . Inspection disclosed approximately 12 vehicles stacked on
top of others. Question of interpretation of CUP
condition #2 . Vehicles un-stacked, compliance satisfied.
1993 . During the hearing process (1/12/93) for the current
rezone application an alleged expansion of the salvage
yard was found not to be a fact. Inspection of 1/21/93
(see next page) disclosed 3 or 4 vehicles pushed out
about 5 feet beyond the yard limits and a tow truck was
parked outside of the yard. Crushing and clean-up of
yard provided compliance.
Renewal of the salvage license has been approved by ZNR 1986
through 1993 .
I have questioned zoning staff as to having received complaints
pertaining to the salvage yard and they have stated that they have
not received any complaints. Staff did report that there have been
several occasions when individuals have come into the zoning office
to review the files. I have received 3 complaints, the first was
the alleged expansion of the yard which was reported to me through
the Exec' s office. I subsequently met with Helen Yaggi and another
woman regarding this and made the 1/21/93 inspection. The second
complaint alleged that the yard was operating after daylight hours
on 1/26/93 . John Rowley verified that he was attending a wrestling
match that evening and that the men working the car-crushing
operation had quit work at 4 : 00 - 4 : 30 PM. The third complaint was
that John Rowley was working in the yard on Sunday, 4/18/93 . Mr.
Rowley stated that he had driven into the yard but was not doing
any yard work.
41e.
