Motion by Reisgies , second by Dix to recommend approval of the conditional use permit contingent upon the agreement being signed by both parties . Carried . 5 ) The commission reviewed an application for a conditional use permit to operate a quarry in the Town of Vienna ( north of the intersection of highway I and Easy Street ) . Apparently the pit will be operated by Payne and Dolan . There was some concern over the traffic that would be generated along with other negative impacts it may have on the Waunakee area . Motion by Zeier , second by Reisgies to recommend denying the conditional use for the quarry . Carried . 6 ) Ron Klaas presented a preliminary plat layout for the Waunakee Heights Subdivision . The proposed layout is a higher density than originally intended . There was some discussion about the limited street access in and out of the subdivision and also the size and location of the booster station . Motion by Dix , second by Reisgies to approve as presented . Roll call taken; Dix ( Yes ) , Reisgies ( Yes ) , O 'Malley ( Yes ) , Marx ( No ) , Matiash (No ) , Zeier ( No ) . Motion tied , therefore , will be tabled until next meeting . 7) The Tierney pre-annexation agreement was discussed by the planning commission . The most recent draft ( as prepared by the village staff ) was read and several revisions were made regarding such issues as closing the silage pit , the extension of urban service areas and a reclamation plan . Bucaida stated that there would need to be some changes to make the agreement more legally binding. Motion by Marx , second by Dix to recommend to the Village Board to adopt an ordinance for annexing the Tierney lands contingent on changes being made to the pre-annexation agreement as discussed . Carried . 8 ) The review of proposals for updating the Village Master Plan was tabled until next meeting . 9 ) Motion by Matiash , second by Dix to adjourn . Carried .
