MINUTES THE DANE COUNTY BOARD OF ADJUSTMENT PAGE 2 MEETING OF MAY 21, 1971 stating no objection to the rear yard variance. OPPOSED: Phillip Cook, representing the Southern Wisconsin tor Wetlands Association, submitted a letter in opposition to appeal, voiced concern over variances to flood plain without specified or necessary information being provided, Richard Lehman, Madison, Wis. also concerned over the granting of variances to flood plain without necessary information. TOWN BOARD: not present. #123. Appeal by R. Schulz from denial of a permit to build an addition to a residence on lots 1 and 2, Paoli, Block 7, Township of Montrose. Permit denied because setback from road and canal is less than required by the Dane County Zoning Ordinance. IN FAVOR: R. Schulz presented drawing, stated he could not build addition to rear because of existing septic system. OTHERS IN FAVOR: none. OPPOSED: none. TOWN BOARD: no objection, #121. Appeal by the East Side Business Men's Association for a Special Exemption Permit to conduct a festival on a parcel of land locate. in the SEY NE4 of Section 5, Township of Blooming Grove. IN FAVOR: Paul Ryan and Roy Holm representing the ESBMA. The appeal was read. 2ir. Ryan stated that the festival had been held on this property for the last 17 years. They had maintained litte pick-up by the Boy Scouts, P. A. systems are toned down at 10 PM, traffic officers are provided and litter barrels will be placed around the neighborhood at the suggestion of a resident. lL chemical toilets will be provided this year. George Karabis resident in the area stated noise not oc3ectionalle, area is picked up, traffic is controlled. OPPOSED: Bob Judd, representing neighborhood group objected to noise, traffic conjestion, inconvenience. Would prefer some other location be found to hold festival. i4MMn objection is to turmoil and disruption after festival closes. TOWN BOARD: Denton Georgeson, Chairman, the Board realizes that there will always be some who will object to the festival but the Board is in favor of granting the permit. The Public Hearing was closed. #118. Motion by Holte to grant, 2nd by Dahlk, carried. #119. Motion by Dahlk to grant, 2nd by Holte, carried. #120. Motion by Holte to grant 26' variance, 2nd by Dahlk, carried. #121.Unanimous decision to grant appeal. Intention is to propose amendment to the ordinance to provide for such events subject to site approval. #122. Motion by Holte to hold in abeyancethe Special Exception to the flood plain, 2nd by Dahlk, carried; motion by Dahlk to grant rear yard variance of27' , 2nd by Holte, carried. #123.
