Watts for a Special Exception Permit to construct <br /> Ar <br /> a filled pathway, bridge, drainage ditches and ponds adjacent to and over <br /> the Sugar River in the SE% NE 1-4- of Section 2, Township of Springdale. <br /> IN FAVOR: J. Watts; purpose is to provide a safe horse and snowmobile <br /> trail across the area and the Sugar River. Present crossing is over the <br /> C.T.H. "J" bridge which necessitates travel for approximately two blocks <br /> on bare pavement and is not safe from traffic. DNR, Gary Burdick has looke4 <br /> at the area and has made recommendations. Filled path to the North will <br /> divert drainage water somewhat but will not obstruct the flow which is <br /> primarily Southward to the river. CTH "J" roadbed is high and forms a <br /> dam which forces all water to flow under its bridge. Trail to South of the <br /> river will be maintained at ground level so as not to impede water flow. <br /> Ponds are proposed in natural low areas and will be 6-8 feet in depth. <br /> Ditches will be at approximate river level and will, hopefully, drain and <br /> dry the area better. All areas will be sloped and seeded to prevent erosion <br /> New vegetation (Honey Suckle) will be planted at stratigic locations on <br /> river to prevent washing and erosion. The area is proposed as a fishing <br /> and recreational area. <br /> OTHERS IN FAVOR: none. OPPOSED: none. TOWN BOARD: not present. <br /> COMMUNICATION: letter from John J. Silbernagel, owner of property to the <br /> north of area in question, requested that the Board carefully consider the <br /> flood plain, drainage, etc., which could affect his cropland. <br /> #330. Appeal by Millard Erickson for a variance from setback requirements <br /> as provided by Section 10.17(2) of the Dane County Zoning Ordinance. <br /> Variance is necessary to premit remodeling/repair and an addition to a <br /> residence located in the SE4 SE 4 of Section 18, Township of Windsor. <br /> IN FAVOR: M. Erickson; purpose is to provide an attached garage to a non- <br /> conforming residence and to do some interior remodeling. Garage has to be <br /> 28 feet wide because entry to basement is on the outside and will take up <br /> part of the garage. It is proposed tha t a laundry room will also be lo- <br /> cated in part of the addition. The addition will not increase the non- <br /> conformity of the residence towards the road. <br /> OTHERS IN FAVOR: none. OPPOSED: none. TOWN BOARD: not present. <br /> #331. Appeal by A Plus Builders for a variance from setback requirements <br /> as provided by Section 10.17 (3)(b) of the Dane County Zoning Oridnance. <br /> Variance is necessary to permit construction of an addition to an existing <br /> residence located in part of the SW4 SW 4 of Section 15, Township of Cottage <br /> Grove. <br /> IN FAVOR: Larry Lynch, A Plus Builders; addition is proposed in the only <br /> feasible location. Access to two story residence has to be considered; <br /> side yard to the East is a steep slope and North yard is utilized for the <br /> septic system. Driveway and access to machinery shed and another residence <br /> are located in the West yard. Question, Dahlk; is it absolutely necessary <br /> for the addition to be 38 feet wide? Lynch; yes, inside swimming pool is <br /> planned, if addition had to be narrowed it would not be practical. <br /> OTHERS IN FAVOR: none. OPPOSED: none. TOWN BOARD: Gene Skaar, Chairman; <br /> no objection, if road had to be improved, cut would be made on opposite <br /> (South) side of road. <br /> The Public Hearing was closed. <br /> #325. Motion by Voges, second by Dahlk to grant variance of 2.64 inches <br /> from left side yard requirement as per finding of fact: <br /> 1. error was not intentional - no gain for individual. <br /> 2. land needed to rectify error is not available. <br />
