- 4 - <br /> in the area have either submitted aopposing statements to the Board or <br /> attended a Board meeting in opposition of petition ;5557. These home- <br /> owners are : <br /> 1. Jill Bran, 2750 Torbleau Road, Town of Sun Prairie ; <br /> 2. Duane :::eyers, 4792 Cardinal Lane, Town of Sun Prairie ; <br /> 3.Jeff Klotzbach and C. T. Needhan, 2712 Bomkarlp Circle , <br /> Town of Sun Prairie ; and <br /> 4. Elinor Dushack, 4846 Cty Trk N, Town of Sun Prairie. <br /> These 4 additional households are identified along with the original 30 <br /> and marked on the attached area map to clearly demonstrate the prevailing <br /> family residential neighborhood flavor of the area. Our neighborhood con- <br /> tinues to attract family home builders wanting a quiet , safe and peaceful <br /> area to live in and rear a family. <br /> The Town Board has held three meetings at which petition X5557 has <br /> been considered. At the initial meeting on 2/8/93 , two Supervisors, in <br /> the absence of Board Chairman J. Lichael Blaska, voted to approve the <br /> petition "as there was no opposition to the petition" . The lack of at- <br /> tendance by the opposition was only due to the fact that no one other <br /> than the Petitioner and the Board was aware of the subject matter to be <br /> acted upon that evening. Subsequent to a number of strenuous complaints <br /> to the Chairman, the Board decided to reconsider pertition , 5557 on 2/22/ <br /> 93. At that meeting the petitioner was absent , but represented by an in- <br /> terested party, and/Chairman was again absent as well . <br /> e <br /> As the discussion during the course of the meeting progressed, it be- <br /> came abundantly clear to me and to many others that the Supervisors present <br /> had already made up their minds to approve the rezoning petition before <br /> the meeting began. The mindset of the Supervisors was unbelievably biased. <br /> Irregardless of opposing points made , issues raised, or concerns expressed, <br /> the stock reply was repeated time and time again - - "',ie can restrict the <br /> activity to --" accomplish this , that or the other thing. At one point <br /> Supervisor Dianeade told us that if the Board disapproved the petition <br /> "You will lose" . She went on to justify her foolish statement by point- <br /> ing out that the Heinemanns could then purchase already coniLe °cially <br /> zoned land further east toward the intersection of Cty Trks N and TT and <br /> could then construct their workshop without restrictions . She obviously <br /> never heard the essence of the opposition to rezoning from residential to <br /> commercial. Namely, that the Heinemanns could construct their workshop on <br /> land already zoned for commercial usage . <br /> Apparently , some 15 or so years ago, a specific section of land along <br /> both sides of Hwy TT was designated commercial. Given this availability of <br /> land within the commercially designated area , my neighbors and I find, it <br /> out of character not to utilize this land area for the purpose it was des- <br /> ignated rather than rezone a portion of a zoned rural residential area. Es- <br /> pecially since the Heinemann' s commercial activity is not related to the <br /> relevant land use policy of the Town of Sun Prairie . <br />
