- 3 - <br /> P. Anderson was sent to the Heinemann property on 3/8/93. A copy of his <br /> Inspection Report is attached. While the Inspection Report addresses itself <br /> primarily to the physical presence of commercial work-related raw materials <br /> and equipment, it is obvious that Inspector Anderson was not present during <br /> the early morning rush of activities. <br /> Surprisingly, Inspector Anderson did ascertain that the adjacent build- <br /> ing constructed in 1984, was constructed without obtaining a Building Permit. <br /> t the Town Board (Board) meeting of 3/8/93 , Mr. Heinemann admitted <br /> that he was "guilty" of carrying on commercial work-related activities at <br /> his residential property since 1986. <br /> 3. Mr. Heinemann also stated in his 2/9/93 Committee rebuttal state- <br /> ment, after the matter of an attempt by the Heinemanns to build Mini Ware- <br /> houses in the area had been mentioned earlier , that Mini Warehouses were <br /> being considered as a construction project a few years earlier, but after <br /> "discussions with our neighbors, the idea was dropped". That was also an <br /> untrue statement. As in the case of Petition #5557, no neighbors were ever <br /> consulted or even informed of the planned Mini Warehouse venture . The truth <br /> is that the Heinemanns were attempting to purchase land from John Dushack, <br /> 4846 Cty Trk N, Town of Sun Prairie , for the specific purpose of building <br /> Mini Warehouses. Only when I:1r . Dushack refused to sell the land for that <br /> s secif is purpose was the idea dropped. Mr . Dush Eck' s widow, =linor Dushack, <br /> of the same address, can and will substantiate the above for the Committee , <br /> if requested to do so. <br /> 4. Since the Heinemann home was constructed in 1984, some 15 to 18 <br /> other homes have been constructed in the immediate one-half mile arecof the <br /> Heinemann property. This accelerated residential construction, which is cur- <br /> rently in full swing, has not created any problems since we live in a rural <br /> residential area undergoing rapid development. Nearly all newly constructed <br /> homes were required by the Dane County Highway & Transportation Department <br /> to have large culvert pipes installed as part of their driveway construc- <br /> tion to allow for normal water drainage in the roadside ditches. Of all <br /> these residences, only the Heinemann driveway entrance has had the culvert <br /> drainage pipe filled in with soil and relandscaped to prevent water drain- <br /> age, as prescribed by the Highway Department. <br /> Mr. Steve Haag of the Highway Department Road Maintenance Section <br /> states that it is illegal to block a culvert pipe and hinder roadside <br /> drainage . <br /> I have drawn attention to the above four items to correct an impression <br /> that Er. Heinemann may have conveyed to the Committee on 2/9/93 , and to <br /> demonstrate what appears to me to be: <br /> a. A total disregard to abide by the regulations and <br /> laws of the Dane County Government ; <br /> b. A lack of respect for the Committee and the neighbors <br /> within the community in which the Heinemanns reside ; and <br /> c. A total disregard of the truth as it pertains to the <br /> verbal application details of petition #5557. <br /> On 2/9/93, a petition signed by 30 neighborhood property owner house- <br /> holds was submitted to the Committee objecting to the rezoning requests <br /> contained in petition #5557. Since that time, four additional households <br />
