April 27, 1993 <br /> TO: Dane County Land Regulation & Records <br /> Room 116, City-County Building <br /> Madison, WI 53709 <br /> FROM: Lloyd Downing and Paula Downing <br /> 3094 CTH MN <br /> McFarland, WI 53558 <br /> SUBJECT: Rezone Petition #5606 from A-1(EX) to RH1 <br /> On April 13, 1993 our petition for rezoning was presented to the Dane County <br /> Zoning Board. <br /> Prior to this meeting, the Township of Pleasant Springs' Planning Commission and <br /> Board had approved the request for 3 lots to be rezoned. <br /> On April 22, 1993 we received a letter dated April 16, 1993 stating that the Pleasant <br /> Springs Planning Commission is disapproving one the lots located near the junction <br /> of Highway AB and MN which is referred to as "the most westerly site." <br /> In talking with Mr. Richard Green, Chairman of the Planning Commission, on April <br /> 26, the following information was exchanged: <br /> 1. The map presented to the Township and Dane County, on our part, was at <br /> best a guesstimate as to where the lots would be located. A more definitive <br /> location would be established once other data was collected from the <br /> Highway Department and the results from perk tests, near the initial site <br /> locations, were obtained. <br /> 2. The Planning Commission's concern about the farmland value is valid for that <br /> lot as indicated on the initial map and it is our wish to continue to use that <br /> land as a hayfield. <br /> 3. What was expressed to Mr. Green is that the actual house location and the 2 <br /> acres, if it perks, is to be situated on the backside of the hayfield that slopes <br /> down to the marsh not roadside as indicated on the map. Roadside site was <br /> to be used as a reference point only. The house is designed to be small and <br /> narrow to minimize infringement onto the more level area of the hayfield. <br /> The driveway would also parallel the marsh making a right turn up the slope <br /> along the treeline, coming out by the intersection of Highway AB/MN or at <br /> some other point if the Highway Department would request. <br /> 4. Mr. Green was not aware of our intentions to this degree and the map was to <br /> be used as only a reference point to initiate the proceedings for the various <br /> meetings for rezoning until the perk tests were completed and a preliminary <br /> certified survey map could be done. <br /> 5. It would be greatly appreciated if this lot in question could be tabled until the <br /> perk tests can be completed. This will determine if this site is suitable for <br /> building at all, if the lot can be moved more easterly, and if the lot can remain <br /> near the original location but placed more towards the marsh on the backside <br /> slope of the hayfield. <br /> 6. Our sincere apology to everyone if this has caused any inconvenience. This is <br /> our first involvement with such proceedings and we remain somewhat <br /> unsophisticated even with our inquiries and concerns as to how to proceed <br /> correctly. Any additional information is welcomed in assisting us in the next <br /> steps required in obtaining 3 buildable sites for family members on the farm <br /> homestead. All help is greatly appreciated. Thank you. <br />
