Board of Adjustment - Minutes <br /> September 27, 1979 • <br /> Page 8 <br /> Motion by Schwahn to deny; motion failed for lack of second. <br /> Motion by Voges, second by Purcell to grant the special exception per- <br /> mit for the construction of the private driveway. <br /> FINDING OF FACT: <br /> Adverse or opposition testimony expressed concern about the proposed <br /> roadway and bridge causing damage to the marsh, fish or aquatic life <br /> by reason of, erosion, sedimentation, water pollution, damming or <br /> prevention of natural flow of water, channeling of water by settling <br /> of fill, impairment of spawning, road instability. <br /> 1. Dale Parker, soil scientist with masters degree and P.H.D. in <br /> soils; private business as a soil consultant, testified that: <br /> a. Soil borings along the proposed roadway disclosed a poor <br /> grade of mineral soils. <br /> b. Said soils will support the proposed 3-4 feet of fill <br /> materials and a crushed stone surface. <br /> c. Roadway fill will settle only a few inches. <br /> • 2. Greg Held, P.E. testified that: <br /> a. Fill materials proposed will have low erosion potential. <br /> Fill will be placed on top of existing land, there will <br /> be no excavation for placement of fill. <br /> b. Proposed road surface of crushed rock or stone with no fines <br /> in it will prevent materail wash-off during rains. The 3:1 <br /> maximum side slopes with seeding and mulch as proposed would <br /> contain erosion and siltation to a minimal effect. <br /> c. Estimated soil loss (siltation/erosion) for the construction <br /> and first year is 0.6 ton or 12 cubic feet or 3 garden wheel- <br /> s barrows full. <br /> Estimated annual soil loss for subsequent years is 0.3 ton <br /> about 1/2 a garden wheelbarrow full. <br /> d. Construction will not take place other than between July <br /> 1st and August 15th. <br /> e. Road can be constructed without significant siltation or <br /> erosion. <br /> f. Proposed culverts under roadway will allow the water to <br /> equalize on either side and road will not impede the <br /> natural flow of water through the marsh. <br /> g. Water flow capacity of proposed bridge will be 600 cubic <br /> feet per second, 22% more than the Lalor Road culvert <br /> upstream from the proposed road which when flowing full <br /> has a capacity of 490 cubic feet per second. <br /> 3. Dane County Highway comments: <br /> a. Spring break-up of road should be minimized by proposed <br /> construction materials. <br /> b. Sand and gravel fill should be sufficient to bridge the <br /> questionable, underlying soils. <br /> 41■W <br />
