Winter plowing could remove some of the unfrozen top material. <br /> 4. Bridge construction: must meet Department of Natural. Resources <br /> specifications. <br /> CONCLUSION: <br /> 1. Erosion and' sedimentation can be contained by design specifi- <br /> cations and maintenance regulation. <br /> 2. Water pollution will also be minimized by the control of erosion <br /> and sedimentation. <br /> 3. Damming or impeding the natural water flow through the marsh <br /> will be prevented by the proposed culverts under the roadway. <br /> 4. Channeling will not take place because the proposed road bed <br /> will not be excavated and filled but will be placed on top <br /> of existing soil; road bed will not settle or sink more than <br /> a few inches. Proposed construction will not cause a draining <br /> of marsh waters or a drying out of wetlands adjacent to the <br /> road. <br /> 5. Interference to spawning, time-wise, will be prevented by <br /> limiting the time construction could take place. <br /> Interference, location or space-wise, would be minimal because <br /> the bridge opening will permit the passage of fish and Mr. <br /> Friedman's testimony in the transcript,presented as exhibit <br /> #20,indicated that pike could spawn in a generalized area. <br /> Sedimentation on aquatic plants or fish eggs will be prevented <br /> by erosion/siltation controls. <br /> 6. Road stability: Testimony indicated that soils would support <br /> the proposed road. This was re-affirmed by comments from <br /> Dane County Highway. <br /> 7. Safe and healthful conditions will be maintained because <br /> the engineering ofthe project will provide for the natural <br /> flow of water through the marsh and creek. <br /> 8. Said project will not result in substantial detriment to <br /> navigable water; there will be no impairment to fish or aquatic <br /> life or increase in water pollution; safe and healthful condi- <br /> tions will be maintained. <br /> CONDITIONS OF PERMIT: <br /> 1. Construction of roadway shall be supervised by a professional <br /> engineer. <br /> t <br />
