Unable to obtain access lease from Lalor Road to property <br /> Have access easement from end of Henshue Road and driveway permit from <br /> town. <br /> 2. Proposed road and culvert should have no adverse affects on Swan <br /> Creek. (a) . Already existing berm with culvert prevents surface water <br /> run-off into creek. (b) . Existing drainage ditch along West side of <br /> property diverts run-off from between Lalor Road and property into the <br /> creek. (c) . Presented letter from Held and Associates, consulting <br /> engineers on feasibility of placing road base. <br /> OTHERS IN FAVOR: Greg Held Held & Associates proposed road will not <br /> result in ponding, polution, sedimentation, etc. as Pertains to Section <br /> 10.16 (7) (g) Dane County Zoning Ordinance. <br /> Jack Frandy <br /> Still interested in building home onthe property if possible. Will al-o <br /> give first option to DNR, town, etc. in event of sale. Proposed road doe- <br /> not "dike" creek anywhere near what Lalor Road causes. Proposed opening <br /> is approximately two times the size of the culvert under Lalor Road. <br /> OPPOSED: <br /> Cal DeWitt <br /> Wetlands Ecologist, University of Wisconsin. <br /> 1. University has $110,000 grant to study marsh area adjoining the <br /> property in question. <br /> 12. Addition of fill, to organic soils, in a strip creates problems <br /> which can dramatically alter the natural marsh and water table and <br /> should not be permitted (Justice Hallows decision just V.S. Marinette <br /> Co.) The existing berm on Swan Creek has caused a reduction of up to <br /> 3 feet in the water table. <br /> 3. Lalor Road already acting as dam; holding water back to about the <br /> 860' level (USGS) . Lalor Road culvert will more than likely have to <br /> be improved. <br /> 4. This area is State Scientific Area #114 and has priority #1 in <br /> R.P.C. Wetlands of Dane County. The Berkans and Bagholzes have donate' , <br /> approximately 150 acres to area. If road has to be built, I suggest <br /> it be built on pilings to allow free flow of water. Would prefer to • <br /> • <br /> keep area in its natural state. <br /> Dorothy Berkan <br /> 1. Object to proposed - addition of even two homes would cause de- <br /> crease of value of donated land. Residents have counted 15 percola- <br /> tion holes which could mean a sizeable development. <br /> 2. Concerned about (a) . deterioration of wildlife and vegetation <br /> (b) . Possible damage to "just rebuilt" Goodland Park Road by trucks <br /> hauling fill. (c) . What 15 acres Mr. Frandy would use (d) . Possible <br /> hunting adjacent to donated lands. <br /> Question Erickson. How many homes on your property? Mrs. Berkan; <br /> three, all on high ground.
