January 5, 2004 William Buglass Payne & Dolan, Inc. 6295 Lacy Road Verona, WI 53593 Subject: Traffic Study Report Klahn Property, Mineral Extraction Site Town of Oregon Dear Mr. Buglass: At your request, I have studied the potential traffic impact for the subject site adjacent to the north limits of the Village of Brooklyn. I have suggested what I believe to be a safe point of access to the operations area together with roadway improvements that are likely necessary to accommodate this type of land use. r The site is located on Lloyd and Ruth Klahn property in the SE 1/4 of Section 36, Town of Oregon along the west side of CTH "MM". There would be a single point of access, preferably located somewhat north of the present farm drive. The existing driveway would be removed and combined as joint use with the new access. Site Specifics • Horizontal alignment on CTH "MM" is straight north and south. From the existing access there is a slight up grade (1.4 percent) south toward Brooklyn. Heading north there is a slight down grade (less than 1 percent) to sag vertical curve, a crest curve 800 feet north and another sag vertical curve just before West Rutland Road. West Rutland Road is 1,760 feet north of the present driveway. • Sight distance is unlimited looking south to Brooklyn. Looking north, the crest curve restricts vision to West Rutland Road. • On the west side of CTH "MM" there is 33 feet of right-of-way from the Klahn south property line to a point approximately 283 feet north. Across the remainder of the property right-of-way has been dedicated to 40 feet via CSM 10112. On the east side of CTH "MM" the right-of-way is 33 feet. • Pavement width is 30 feet with 11-foot traffic lanes and 4-foot paved shoulders. Aggregate shoulders are 2 feet for a total roadway width of 34 feet. • There are no high banks or steep cut slopes adjacent to the roadway. (6, \P&D Klahn\traffic report.doc
