William Bug lass <br /> Klahn Property, Town of Oregon <br /> January 5, 2004 <br /> Page 3 <br /> The results of this traffic count were compared to independent counts taken by the <br /> Dane County Highway Department and WisDOT. Dane County had a counter set in <br /> July of this year at Douglas Drive in Brooklyn and another located near Faney Heights <br /> north of CTH "A". ADT at Douglas Drive was recorded at 5,390. ADT north of CTH "A" <br /> was 7,900. WisDOT's 2002 counts were 4,800 near Brooklyn and 6,900 near CTH "A". <br /> Traffic Impact <br /> Construction season will naturally produce the most use of the access. The projected <br /> highest activity of 4,375 loads in a 6-month (26-week) period translates to an average <br /> of 168 loads per week. Proposed hours of operation are 7 am to 6 pm weekdays but <br /> hauling times would be restricted to between 8:30 am and 5:00 pm. There would be no <br /> operations on weekends. Thus, an average of 34 loads daily might be trucked from the <br /> site over an 8.5-hour period. <br /> Further analysis of the traffic data indicates that approximately 48 percent of <br /> Cy northbound (1,380 vehicles) and 41 percent of southbound traffic (1,170 vehicles) <br /> occurs between the weekday hours of 8:30 am and 5:00 pm — a total of 2,550. Thus, <br /> the 68 weekday trips generated would amount to an approximate 2.7 percent increase <br /> in traffic during these hours. <br /> Sight Distance <br /> The primary concern for any access used by trucks or other heavy equipment is moving <br /> them safely and efficiently on and off the main roadway, without impeding the normal <br /> flow of traffic. The key factor is truck acceleration and deceleration. <br /> A truck driver turning left (northbound) needs a little over 700 feet of sight distance <br /> north in order to begin the movement and accelerate to clear the lane of an oncoming <br /> southbound vehicle. Turning left or right and accelerating without being overtaken by <br /> an oncoming vehicle from the rear requires the greatest site distance — approximately <br /> 1 ,265 feet. As stated earlier, sight distance looking south is unlimited. However, the <br /> northerly crest vertical curve could be restrictive.
