It is our position that if this proposal proceeds, that a major <br /> expansion of the interchange will be required. <br /> Currently, CTH V and the bridge over IH 90/94 provide only one lane in each <br /> direction. There are no protected left-turn lanes for traffic turning onto <br /> the ramps. When the traffic generated by the proposed Plaza is added to the <br /> existing traffic on CTH V, it will create congestion and a safety concern. <br /> It will be necessary to reconstruct the interchange to provide four traffic <br /> lanes and a median with protected left-turn lanes on CTH V. Another bridge <br /> over IH 90/94 would also be required. <br /> To accomplish such a project on CTH V, which is under county jurisdiction, <br /> will require that the County and the Department agree to cost share the <br /> project. Since this would be a capacity expansion project, the local share <br /> would be 25% of the cost of design, right-of-way, utility adjustment and <br /> construction.
