•
•
relation tool, i.e. , separating the local and tourist traffic from
the sight of prostitutes entering and leaving trucks.
Secondly, this business will have a definite impact on air quality
and contribute to noise pollution in an area of residential homes.
Despite the fact that Flying J claims the EPA has no limits on
diesel fume production, these fumes will increase. Flying J also
states that a noise study has shown the levels to be similar to
average interstate levels . Common sense reveals that a diesel
truck exiting and entering a truck stop will make additional noise
shifting through gears . Flying J has estimated volume will be 700
trucks per day or one truck every two minutes, all day and all
night.
Thirdly, this business will most certainly be required to use water
pumped from wells and contribute significantly to ground water
depletion in the aquifer it will share with the nearby residential
area. This was a detail Flying J, we are astounded to learn, was
not aware of until the meeting of January 8.
Fourth, by their own admission, the "market study" conducted by
this company consisted of studying traffic volume passing the exit,
and the marketing tactic of having a "Flying J Travel Plaza" every
400 miles. No mention was ever made of a vacant niche for this
type of business in the area.
We are told Dane County Zoning will be looking at three parameters .
Two of these parameters are compatibility with the existing area
and how well the business fits with the Town Plan. We would like
to address each of these issues . First is compatibility. The
businesses in the area currently do not attract prostitution, dg,
not attract drug traffic , and do not attract semi-trailer trucks
every two minutes with associated air and noise pollution and do
not require major highway revisions to be safe.
The Town Clerk has stated that an example of incompatibility might
be an airport runway next to a school. The reasons? Noise
pollution and safety? Another example cited is a foundry in a
residential area. The reasons? Could it be air pollution? These
concerns have a very familiar ring. They are incompatible for the
very same reasons the Flying J Travel Plaza will be incompatible
with McDonalds , Riders Service Station, the Big Top Restaurant or
Ehlenbach' s Cheese Chalet.
Consistency with the Town Plan is another parameter. We are told
that the Town Plan has been undergoirw revision for some time. We
are sure the reason for this has been thoughtful consideration to
provide for the highest standards for quality of life in the Town
of Vienna. We are confident that the Town Plan does not include
concessions to increased crime, decreased traffic safety and
lowering the standards of environmental quality in the interest of
filling vacant commercial space.
We have attended several meetings at which the Flying J proposal
