Page 2 <br /> a. The RPC Urban Growth plan for the Village focuses urban <br /> expansion and infill into this watershed primarily. <br /> b. Work with the Village Engineer-Mr . Zutter on the proper <br /> sizing & design of the needed drainageways,detention & <br /> retention facilities . <br /> 4 . The D. O. T. has just completed the re-construction of U. S. <br /> 73 northerly from U. S . 12 & 18 to the Southern Village <br /> limits . <br /> a. The OLD roadway acted as a dry dam to impede surface <br /> water field drainage from the West onto these lands . <br /> There was a 48" culvert and a 24" culvert. <br /> b . Presently there are : 1-72", 2-24" and 2-18" culverts . <br /> This has greatly increased the volume and rate of <br /> water entering these fields . <br /> c. The D. O. T. has located and constructed the three <br /> highway entry locations-see map. <br /> d. I dedicated an additional utility easement out of the <br /> 100 ' right-of-way to allow the natural gas line, <br /> fibre optic cable and 3 phase underground electric <br /> systems to be installed. The re-grading of this area <br /> was paid by myself to assure proper elevations with <br /> new highway grades . It is done and correctly so . <br /> 5 . To comply with the Village Extra-Territorial goals the <br /> design of this project fits that plan. <br /> 6 . To permanently create a clean pastoral highway visual <br /> impact for the South entry to the Village vs having strip <br /> commercial activity or farm structures and facilities <br /> being placed thereon over time . <br /> 7 . Provide 15 homesites . <br /> a. To meet existing market demand for space and privacy. <br /> b . Pay for the above conservation and urban run-off <br /> improvements . <br /> c . Using deed covenants to preserve the open spaces & re- <br /> affirm the native wildlife areas for future <br /> generations while blending into the the needs of urban <br /> population demands . <br /> These are primary factors upon which I seek to re-zone this <br /> land .
