The Town had earlier submitted conditions suggested <br /> at earlier meetings on the zoning request for the property. <br /> A discussion with Mr. Norb Scribner reveiled some items from <br /> the original list in need of change or clarification. Those <br /> changes were made and a new list submitted for consideration <br /> at the public hearing. The changes were: <br /> 1 ) Item number three (Strickly zoned for silage pit and no other <br /> use) - was deleted because it was addressed with the zone change. <br /> 2) Item number two (Town has the power to shutdown operation <br /> ect. )- was modified to read that the Town will request that <br /> the operation be shutdown with violations. <br /> 3) Item number 7 of the original was rewritten to clarify what <br /> should be inspected and the word "qualified" was added to the <br /> wording "independent professional engineer". <br /> The meeting also asked that one condition be added. That <br /> condition was that a review could be held and a public hearing <br /> schedualed after one year of operation for the purpose of <br /> allowing change for items number four and six of the new <br /> conditions requested. This change was requested with the <br /> understanding that a higher vegatable by-product amount my be <br /> found acceptable and that the number of inspectionp required <br /> each year may be found not needed and excessive. It was also <br /> understood that conditions could not become more strict unless <br /> mandated by D.N.R. requirements, conditions should not be relaxed <br /> now and -without experience, and that yearly review may allow <br /> more equity to the permit holder upon positive results. <br /> After considerable discussion and complete and mutual agreement <br /> was reached between the permit applicant and the concerned area <br /> residents to the enclosed conditions. The Vienna Board voted <br /> three in favor and none opposed to ask for approval with the <br /> attached conditions. <br />
