In assemblies, Robert ' s Rules of Order ( 1981 ed. ) <br /> provides, in part, that a motion to reconsider (a) must be made <br /> by someone who was on the prevailing side of the motion to be <br /> reconsidered, (b) must be made at the same meeting where the <br /> underlying motion is acted on, (c) requires only a majority vote <br /> for passage regardless of the vote required for the underlying <br /> motion and (d) once made and lost, the motion to reconsider <br /> cannot be renewed. Robert ' s Rules of Order ( 1981 ed. ) , pages <br /> 265-70 . <br /> In standing committees, however , the important differences <br /> are (1 ) the motion to reconsider requires a two-thirds vote for <br /> passage unless all persons who voted with the prevailing side on <br /> the underlying motion are present or have been given notice that <br /> the motion to reconsider will be moved, ( 2) the motion to <br /> reconsider can be made any number of times and ( 3) any member <br /> who was not on the losing side of the vote on the underlying <br /> motion can make the motion to reconsider . Robert ' s Rules of <br /> Order ( 1981 ed. ) , pages 278-79 . In addition, since there is no <br /> equivalent of County Board Rule 8. 02 which is applicable to <br /> standing committees, the motion to reconsider can be made any <br /> time, without regard to the lapse of time since the underlying <br /> motion was first considered, as provided for by Robert ' s Rules <br /> of Order ( 1981 ed. ) , pages 278-79 . <br /> The provision that, in a standing committee, any member who <br /> was not on the losing side of the vote on the underlying motion <br /> can make the motion to reconsider must not be read to mean that <br />
