/
June 8 , 1992
Dane County Board of Supervisors
210 Martin Luther King , Jr . Blvd .
Madison, WI 53703
To whom it may concern :
We feel that the variance proposed by zoning petition
#5361 filed by Clairmont Brekken changing his zoning from
A-1 Exclusive Agriculture to RH 2 Rural Homes does not fit
in with our Town of Rutland Land Use Plan .
My husband and I moved into this area nearly five years
ago . We carefully shopped around for four years to find an
area that reflected our need for space and country living .
We bought a 26 acre pre-existing home instead of building in
an attempt to help limit the growing number of housing develop-
ments . We were not and are still not interested in living in
a country "neighborhood" . Our road , Old Stone Road , already
has a large , well - planned development . More development on
this road will lead to a loss of the country that all of us
came here to enjoy .
We live in a uniquely fragile area where the high water table
provides valuable breeding wetlands for Great Blue Heron, Green
Heron , and Wood Ducks , as well as many game animals , such as
Pheasant and Quail . The Sandhill Cranes stop here and are
counted on their migration north . The potential for serious
water pollution problems due to mismanaged mound systems is
high . Is the Dane County Board willing to take on the risk
and potential expense of cleaning up our water when overdevelop-
ment causes serious pollution? Who is covering the bonding of
this land in case something like this happens ?
It is a common misconception that more development helps the
tax base of an area . In reality, more development increases our
taxes by creating the demand for bigger schools , and the expansion
of fire , police , and highway services . We can not afford any-
thing but slow, well-thought out expansion, as expansion is
inevitable . Our goal in the Town of Rutland and in Dane County
should be to develop only those areas which are unsuitable for
farming or not special wildlife habitat . The land in question
is rated prime farmland and should remain so .
Many of us missed the meeting notification of our Town of
Rutland meeting last week and we feel that further discussion
is needed to decide this matter .
Sincerely,
!,vim a— ( , be
A/./(A-e(Ajt7tC
William and Judith Campbell
3868 Old Stone Road
Oregon, WI 53575
(608)873-0320
