At the time we <br /> purchased our properties, the land in question was zoned A- 1 <br /> agriculture exclusive . We were led to believe that the A-1 <br /> zoning could not and would not at any time be changed. <br /> While we appreciate the concept of zoning variances, we <br /> question any variance which fails to "maintain a balance be- <br /> tween the rights of all citizens and that of the <br /> individual . " <br /> We feel that the proposed variance is directly at odds <br /> with the Town of Rutland Land Use - Objectives and Policies: <br /> specifically Agricultural Policy point # 4 . Quote : " to <br /> limit non-farm residential development to those areas with <br /> soils not classified as prime farmland or those of state- <br /> wide importance . " <br /> In addition , we feel that the proposed variance goes <br /> against several of the Town of Rutland Land Use Objectives: <br /> specifically : <br /> - 1 . Preserve agricultural land in the township . <br /> - 2. Preserve existing farm operations and <br /> l'711 residential areas. <br /> . ; <br /> J2/Z „ - 4 . Permit residential development as long as it <br /> does not conflict with the other objectives. <br /> - 6 . Maintain a balance between the rights of all <br /> citizens and that of the individual . <br /> - 7. Preserve the rural character of the township . <br /> We would like to refer to the Town of Rutland Soil <br /> Productivity Classification , which shows the bulk of the <br /> proposed variance as prime farmland. <br />
