• PLAN COMMISSION - May 18, 1992 <br /> The meeting was called to order at the administration building at 7:30PM. <br /> Members present: Dahmen, Goode, Grosskopf, Laufenberg, Webb and Schwahn. <br /> Members absent: Reiser. Also attending were: Roger Dettman, Tom Burback, <br /> Connie Blau, Phil Knudsvig, Judy Borke, Bob and Butch Raemisch, Tina Warner, <br /> Aimee Rathsack, Dale Zaug, Gary Hunt, Mary Manering, Betsy Draine, Mike <br /> Hinden, O. J. Knechtges, Ken Krall, John Fox, Dennis Tiziani and Pam <br /> Rathsack. <br /> CUP 998 (extend CUP 500, Westport Sand & Gravel, Oncken Road) was discussed <br /> with the Raemisch' s and approval recommended on a motion by Goode, Second <br /> Dahmen. <br /> CUP 1000 (daycare, Taylor/Rathsack/Warner, Catfish Ct) was discussed and <br /> approval recommended subject to the following conditions: ( 1 ) no more than 20 <br /> children; ( 2) the sign will be limited to 4 ' x 5 ' and will be unlit; (3 ) not <br /> less than a 5 car parking area; (4) Permittee has agreed that, at the <br /> discretion of the Town of Westport or County of Dane, permittee may be <br /> subject to an annual review for each of the next three years. The purpose of <br /> said review shall be to examine any unanticipated burdens that the facility <br /> may impose upon the community. At the time of the review, it shall be <br /> determined 1 ) whether any such burdens can be ameliorated without further <br /> hearing or 2 ) whether a full hearing in front of the Town of Westport Plan <br /> Commission is warranted. Permittee agrees that if such full hearing is held <br /> and it is the finding of the Town of Westport or County of Dane that further <br /> restrictions upon the operation of the facility are reasonable and necessary, <br /> such restrictions may be imposed by Dane County. Nothing contained in this <br /> conditional use permit shall allow the County of Dane to prohibit the <br /> original intended use of the facility as a day care center or to seriously <br /> inhibit or undermine the original intended use so that the viability of the <br /> project is threatened; and ( 5) the CUP must be renewed in 5 years on a motion <br /> by Grosskopf, second Goode. <br /> Appeal 2253 (setback from high water mark, Krall, CTH M) was discussed with <br /> Mr. Krall. Mr. Krall will be reducing the size of the existing structures <br /> and improving the appearance; approval was recommended on a motion by <br /> Laufenberg, second Dahmen with Webb abstaining. <br /> The discussion of the new committee to monitor Dane 2020 and CTH M was <br /> postponed pending the first meeting of interested participants. <br /> John Fox and Dennis Tiziani appeared to update the Plan Commission on the <br /> status of the extension of Burning Wood Way. The proposal is to move the <br /> road adjacent to hole #4 of the golf course and install a pond with a <br /> fountain to filter the ground water runoff from the area. No action was <br /> taken at this time. Phyllis Schwahn arrived during the discussion. <br /> Roger Dettman appeared on behalf of some concerned residents of Riverview <br /> Gardens Estates to express concern over possible road disturbances from the <br /> installation of sewer to a proposed new lot on Bob Nell ' s property. <br /> Appeal 2261 ( fill & grade - sewer installation, Town of Westport Utility <br /> District #1, Fox Bluff Lakeshore) was recommended for approval on a motion by <br /> Goode, second Laufenberg. <br /> The meeting adjourned at 9:40PM. <br /> Gail Goode, Secretary <br />
