Page 2
July 28, 1992
Zoning and Natural Resources Committee
as well as all of the common mammals of Southern Wisconsin
and a large array of songbirds and gamebirds which nest or
migrate through this area. An evaluation should be made on
the impact of this proposed development on the wildlife in
this area and within the Cherokee Marsh.
The proposed rezone area is entirely within the boundary of
the Cherokee Fishery Area Plan adopted by the State of
Wisconsin's Natural Resources Board. The property is also in
close proximity to the DNR' s long established Cherokee Marsh
Public Hunting Grounds.
3 . Stormwater Runoff. Runoff from large parking areas
related to the commercial development of this type could
contain chemicals such as petroleum products from vehicles.
Proper stormwater detention will be necessary to control such
runoff.
4 . Erosion Control. Erosion during construction of the
commercial development would be detrimental to the adjacent
wetlands. Proper erosion control methods should be required
during all construction phases of the platted area.
5. Acquisition Plan. The area of the Cherokee Marsh Plan in
which this rezone is being proposed is part of the Wisconsin
Department of Natural Resources Acquisition Responsibility
Area. If the landowner is interested in selling, the DNR may
be interested in purchasing the property.
After considerable discussion, the Dane County Park
Commission recommends denial of Petition #5398 based on its
highly speculative nature and the fact that approximately 30%
of the requested rezone acreage is classified as wetlands.
Thank you for your consideration.
JM/jdh
cc: City of Madison
DNR Southern District
Town of Burke
Town of Windsor
Town of Westport
