The application indicates that <br /> this rezoning is being requested to permit development of these <br /> lands with retail outlets, fast food, shopping or strip centers. <br /> This proposed rezoning, or any expanded development at this <br /> location, would not be consistent with the recommendations of <br /> adopted local and regional plans and policy documents. <br /> The City of Madison's Peripheral Area Development Plan includes <br /> the subject lands within Planning Area N6, which is identified as <br /> a Permanent Open Space district, and recommended as the top <br /> priority area for open space preservation. (See Attachment A) <br /> This recommendation recognizes the importance of the Cherokee <br /> Marsh complex as an irreplaceable natural feature in Dane County <br /> and an essential factor in maintaining the water quality in the <br /> Madison lakes. Part of the lands proposed for rezoning are <br /> already within the boundaries of the protection area of the <br /> Cherokee Marsh Long Range Open Space Plan adopted by Dane County, <br /> the City of Madison and the Towns of Westport, Burke, and Windsor. <br /> The Peripheral Area Development Plan notes the importance of <br /> preserving the uplands adjacent to Cherokee Marsh as well as the <br /> actual wetlands and recommends that "if the lands surrounding the <br /> Marsh come under pressure for more intensive development, an <br /> expansion of the Cherokee Marsh protected area is considered as <br /> important as securing open space in areas with less environmental <br /> significance". The proposed commercial development south of <br /> Highway 19 represents precisely the type of activity from which <br /> the Marsh fringes need to be protected. <br />
