#3107. Appeal by Alliant Energy for a variance from maximum height permitted for <br /> firr structures in the Dane County Regional Airport Height Limitation Zone as provided by <br /> Section 78.03 to permit construction crane at 4902 N. Biltmore Lane in the NW 1/4 NE <br /> 1/4 and NE 1/4 NW 1/4 Section 22 and SW 1/4 SE 1/4 and SE 1/4 SW 1/4 Section 15, <br /> City of Madison. <br /> IN FAVOR: R. Harrison, D. Holtman OPPOSED: -- <br /> COMMUNICATION: Dane County Airport, WI DOT, FAA <br /> Sayles/Long to grant a variance of 102 feet, with conditions, feet from the maximum <br /> height of structures within the Airport Height Limit Zone. <br /> Conditions: <br /> 1). The temporary structures(cranes) will be marked and/or lighted in accordance with <br /> FAA Advisory Circular 70/7460-1J, chapters 3, 4, 5, and 12 and FAA Advisory 70/7460- <br /> 1K, Obstruction Marking and Lighting, Chapters 3 (Marked), 4, 5 (Red), 12, and 13. <br /> 2). The cranes must be lowered to the ground when not in use and during the hours <br /> between sunset and sunrise. <br /> 3). The project coordinator must notify airport operations at (608) 246-3397 prior to the <br /> initial commencement of cranes' operation and upon completion of the project. <br /> 4). An on-site phone number must be provided to the airport allowing immediate <br /> communication between the airport and the construction site. <br /> 5). Variance in effect October 2, 2000 thru March 27, 2001. <br /> 6). Subject to all other necessary governmental agency approvals. <br /> Finding of Fact: <br /> 1). Project is new Alliant Energy Corporate Headquarters, located within City of <br /> Madison. <br /> 2). Maximum height of structures at this location is 103 feet, while project requires a 205 <br /> foot crane and a 170 foot crane. <br /> 3). FAA has found proposal not to be a hazard to air navigation. <br /> 4). Cranes needed for the installation of structural steel and building components and will <br /> be lowered during non-work hours. <br /> Conclusion: <br /> 1). Variance preserves the zoning ordinance as much as possible without injustice to <br /> applicant. <br /> 2). Variance is not contrary to rights of others or to the public interest. <br /> Motion carried - 4 - 0. <br /> #3108. Appeal by Slumberland Furniture for a variance from maximum height of wall <br /> sign as provided by Section 10.74(23)to permit wall signage at 6702 Seybold Road in <br /> the NE 1/4 NW 1/4 Section 25, Town of Middleton. <br /> IN FAVOR: F. Hickey OPPOSED: -- <br /> COMMUNICATION: Town Board <br /> Kay/Sayles to deny a variance of 5.75 feet from the maximum height for wall sign. <br /> Finding of fact: <br /> 1). Applicant proposes wall sign 5.75' above the maximum 20' allowed height. <br /> 2). Design options exist to eliminate the variance request. <br />
