Appeal by Alliant Energy for a variance from maximum height permitted for firr structures in the Dane County Regional Airport Height Limitation Zone as provided by Section 78.03 to permit construction crane at 4902 N. Biltmore Lane in the NW 1/4 NE 1/4 and NE 1/4 NW 1/4 Section 22 and SW 1/4 SE 1/4 and SE 1/4 SW 1/4 Section 15, City of Madison. IN FAVOR: R. Harrison, D. Holtman OPPOSED: -- COMMUNICATION: Dane County Airport, WI DOT, FAA Sayles/Long to grant a variance of 102 feet, with conditions, feet from the maximum height of structures within the Airport Height Limit Zone. Conditions: 1). The temporary structures(cranes) will be marked and/or lighted in accordance with FAA Advisory Circular 70/7460-1J, chapters 3, 4, 5, and 12 and FAA Advisory 70/7460- 1K, Obstruction Marking and Lighting, Chapters 3 (Marked), 4, 5 (Red), 12, and 13. 2). The cranes must be lowered to the ground when not in use and during the hours between sunset and sunrise. 3). The project coordinator must notify airport operations at (608) 246-3397 prior to the initial commencement of cranes' operation and upon completion of the project. 4). An on-site phone number must be provided to the airport allowing immediate communication between the airport and the construction site. 5). Variance in effect October 2, 2000 thru March 27, 2001. 6). Subject to all other necessary governmental agency approvals. Finding of Fact: 1). Project is new Alliant Energy Corporate Headquarters, located within City of Madison. 2). Maximum height of structures at this location is 103 feet, while project requires a 205 foot crane and a 170 foot crane. 3). FAA has found proposal not to be a hazard to air navigation. 4). Cranes needed for the installation of structural steel and building components and will be lowered during non-work hours. Conclusion: 1). Variance preserves the zoning ordinance as much as possible without injustice to applicant. 2). Variance is not contrary to rights of others or to the public interest. Motion carried - 4 - 0. #3108. Appeal by Slumberland Furniture for a variance from maximum height of wall sign as provided by Section 10.74(23)to permit wall signage at 6702 Seybold Road in the NE 1/4 NW 1/4 Section 25, Town of Middleton. IN FAVOR: F. Hickey OPPOSED: -- COMMUNICATION: Town Board Kay/Sayles to deny a variance of 5.75 feet from the maximum height for wall sign. Finding of fact: 1). Applicant proposes wall sign 5.75' above the maximum 20' allowed height. 2). Design options exist to eliminate the variance request.
