'
`
`
`
- 3 -
per second would completely insure the safety and
structural integrity of both the City water tower and the
City' s new drilled water well which are located in excess
of 2500 feet from the South property line. " Unquote.
As I indicated , after much discussion , thought and
consideration of the facts, the Town of Cottage Grove
Planning & Zoning Committee & Town Board approved of our
CUP request with these conditions:
1 . Maximum 400' to South from current CUP line.
2. Maximum 2.0 PPV at Koch Pipeline.
3. $5 million Umbrella Insurance Policy (which could be
called on if any damage occurs) .
4. Maximum 20 years to remove the rock on the new CUP
area
In our other quarries in Dane County, we normally drill 3"
diameter holes approximately 40' to 45' deep & shoot
approximately 150 to 200 holes at a time with homes &
wells, which are as close as 1600 feet away, with no
problems in the past.
A 3" diameter hole has approximately 3. 5 lbs. of explosive
per vertical foot (VF) . The top 4 feet of the hole is not
filled so a 45' hole gets filled approximately 41 feet .
Therefore, 41 VF x 3. 5 lbs. /VF = 143. 5 lbs. per hole x 200
holes = 28,700 lbs. total of explosive per shot.
Because of the very strict Town of Cottage Grove Blasting
Ordinance (which I believe is the strictest in Wisconsin &
possible even nationally) . One must obtain a permit and
give a minimum 48 hours notice to anyone requesting
notification before any shot can take place. In addition ,
the maximum size shot is a total of 30 holes a maximum 20
feet deep with a minimum 200 feet away from any structure
not owned by the permittee.
Therefore, the maximum shot in the Town of Cottage Grove is
approximately 16 VF x 3 . 5 lbs. /VF = 56 lbs. x 30 holes =
1680 lbs. total of explosive per shot ( 1680 lbs. versus
28,700 lbs. is 5.8% of the total we use in other locations
with no problems) .
I ' ve attached a copy of a portion of the City of Madison
map, which shows the location of Wingra Stone' s over 40
1 year old quarry which is on both sides of County Highway PD
(McKee Road ) . It also shows the location of a 12" (40,000
psi steel pipe) high pressure gas main located on the north
side of McKee Road .
The map also shows the location of 2 City of Madison Water
Towers which are approximately within 1700 feet of the
Wingra quarry .
' There are pictures attached showing the homes which are
next to the west side of the quarry in Prairie Hills.
There are pictures also showing the water towers and the
