We are
sending this letter to be entered in your minutes registering our
opposition to the conditional use permit for the following reasons :
1 ) The extremely close proximity to the Village ' s standpipe water
tower , and the uncertainty of potential problems that may result over this
substantially increased area for mining. What and where are the
contingencies that would provide an adequate water supply to the Village
when an "accident" should occur?
2) As detailed in the letter from our Utility Commission , and likewise
our concern is the past three years spent in obtaining engineering studies ,
Public Service Commission and Department of Natural Resources approvals ,
locating a site , securing land, and testing to add a new municipal well .
The chosen location adjoins the parcel where our water tower is located,
and this too could be in jeopardy if additional mining is approved.
3) We are very proud of the effort that went into creating one of the
first "wellhead protection ordinances" in the country that would help
assure clean, safe water for our proposed new well site . We held public
hearings , notified land owners , and held general discussion sessions as
noted on our agendas . We will ask Dane County for recognition of this
ordinance and it will be used as a model for other communities . Once
again, this conditional use , if approved, would violate this ordinance .
4) The Village Board/Planning Commission has approved a 40 acre
residential subdivision that is only a "stone ' s throw" across CTH N from
this proposed expansion. Under review is an additional 37 acre residential
plat . In our review of these plats , a great deal of engineering time was
attributed to carefully planning around the Koch Petroleum Pipeline . The
possibility of damage to the existing pipeline and the far-reaching effects
it would have for all of us would be unthinkable .
5) The general land use for this property is a densely populated
residential area and mining should not be permitted.
6) Also, to summarize our position, we have had less than one week ' s
time to try to inform property owners , the appropriate Village officials ,
