Agriculture District as provided for in SS 10.123(3) C. i, and K Dane <br /> County Zoning Ordinance. Governmental Use - Mineral Extraction Hot Mix Asphalt Plant. <br /> The proposed plants would produce hot-mix asphalt for W.D.O.T. Project No. 1068-00-77. <br /> Asphalt paving will begin April 1991 and will be completed in June 1991. <br /> The proposed plants would be erected on "Non-Conforming' land owned by Helen L. Hensen, <br /> 5643 Highway 73, Marshall WI 53559. A legal description of the property is: Town 8 North, <br /> Range 12 East, Town of Medina, Section 16. The north one-half of the southeast one-quarter, - <br /> and the northeast one-quarter of the southwest one-quarter. <br /> The proposed plants would be erected immediately east of the existing on-site quarry operated <br /> by Wingra Stone Co. <br /> The previously stated property owners have several concerns related to the granting of the <br /> Conditional Use Permit requested by Payne Dolan, Inc. They are: <br /> 1. Liquid heating fuel and asphalt mix base petroleum products spilled at the proposed plant <br /> site could enter the existing water table and pollute private drinking water wells. It is <br /> believed, the Volpe, Coughlin, and Siedschlag home foundations rest on the same <br /> bedrock formation as stone being removed from the existing quarry. These homes have <br /> experienced fracturing of their basement slabs from previous quarry blasting. We have <br /> assumed the existing bedrock has developed additional fissures from the same blasting. <br /> These fissures could direct surface spillage into the surrounding wells. The Wisconsin <br /> Department of Transportation Office of Environmental Analysis has stated the geological <br /> data for this area indicates the prevailing rock formations are relatively soft and subject to <br /> easy fracturing. Therefore, it is quite likely that past blasting has increased the quantity <br /> of fissures and the possibility for well pollution. <br />
