• <br /> Petition 5001 . This proposed commercial expansion is in an agricultural <br /> preservation area of the Town of Pleasant Springs. The Town has <br /> developed policies for such rural commercial development, which are also <br /> adopted county policies: <br /> 1 . To require major commercial development to locate In <br /> existing urban service areas, where a full range of <br /> urban services Is available. <br /> 3. To consider non-agricultural commercial uses If they are <br /> limited to small businesses which do not require use of <br /> prime agricultural land. <br /> a. Proposals using town roads for access will be <br /> limited to small contractors, vehicle storage, and <br /> limited outdoor storage with the following <br /> conditions. . . . <br /> b. Proposals using county trunk highways for access will be limited <br /> by size, intensity of use and location, with the following <br /> conditions: <br /> o Retail and highway service uses will only be <br /> considered at the 1-90 interchange area, where <br /> compact, convenient, and highway-oriented <br /> businesses may be allowed. Due to existing <br /> development and access controls, any additional <br /> development may be required to make Joint use of <br /> access points. The alternative Is construction <br /> of a frontage road. As stated In the objective, <br /> the town does not Intend to expend public funds <br /> for construction of frontage roads or other <br /> public services. <br /> o Service and contractor businesses may be allowed <br /> along any county highway if: <br /> access does not adversely affect the traffic <br /> capacity of the highway; <br /> the use Is limited to one requiring a septic <br /> tank no larger than one required for a <br /> single-family home; <br /> trucks and equipment will be limited to a <br /> total of 12 units; <br /> the owner and subsequent owners understand <br /> that expansion Is not contemplated. If a <br /> business grows significantly, a new location <br /> with urban services should be sought; <br /> maintenance of the rural atmosphere <br /> objective will be an important <br /> consideration. <br /> 9 <br />
