4-26-91 Mr . Welton meets with Larry and Barb at the Voyager <br /> Gallery in McFarland and presented us a letter of terms he would <br /> like us to agree to, and sign a legal contract agreeing to these <br /> terms before he would support our request for the Conditional <br /> Use permit. Mr . Welton did say at the time it was negotiable. <br /> 5-04-91 Larry and Mr. Welton meet for approximately 90 minutes <br /> at Mr . Welton 's office and could not come to a agreement. We <br /> felt that the only way Mr . Welton would agree to our request was <br /> if we agreed to all of his terms, some of which we felt had <br /> little or nothing to do with the Conditional Use permit request. <br /> Larry tried to explain to Mr . Welton that since most of his <br /> concerns were already policed by the Middleton Town Board and <br /> Dane County Zoning, that they would have control over any <br /> restrictions and guidelines, and we did not feel comfortable <br /> signing a legal document with him personally agreeing to further <br /> restrictions for the next 15 years when no one could know what <br /> would happen in the future. Mr . Welton did not agree . <br /> 5-13-91 Attended the Middleton Town Board meeting and requested <br /> a Conditional Use permit for the property located on 3440 High <br /> Point Road. Mr. Welton and his legal representative were present <br /> and opposed the request because Larry and Barb had not signed a <br /> legal contract with Mr. Welton. The Town Board reviewed Mr. <br /> Welton 's written request that he presented us and believed that <br /> most of his concerns would be appeased by the restrictions of the <br /> Conditional Use guidelines dictated by the Town Board and Dane <br /> County Zoning. When our request was put to a vote the Board <br /> voted in favor of our request unanimously, with four conditions <br /> that would have to be met.
