F <br /> MINUTES THE FEB. 6, 1991 PLANN COMMISSION MEETING <br /> Present: Steve Ziegler, Bill Stagmer, Cathy Garfoot, Heather Mann, Steve Suleski, <br /> Sue Albright, Mary Lou Neidhart, Lavern Theis (alternate) <br /> * Chairman Zei ler called the meeting to order. Bill Stagmer motioned to approve <br /> the minutes of the Jan. 2, 1991 monthly Plan Commission meeting, second by <br /> Mary Lou Neidhart - carried. <br /> Request for lot line changes (1-4) in Noll Valley - <br /> Dr. David Atwell presented a request to change the lot lines of three lots (1-4) <br /> in Noll Valley. No new lots would be created and the original size of each lot <br /> would remain the same. The lot lines were originally drawn from an aerial photo. <br /> The lot line changes would prevent having to cut down a 200 year old oak tree and <br /> for ease of driveway access away from other existing trees. <br /> * Motion by Mary Lou to approve request for lot line changes of three lots (1-4) <br /> in Noll Valley, second by Bill - carried. <br /> Informal presentation for conditional use and re-zoning for property on High <br /> Point Road. Larry Larsen and Barb Newell have a purchase to offer on an older <br /> brick farmhouse situated on a partially wooded 5-6 acre lot located on High Point <br /> Road. They are researching the possibilities of obtaining a conditional use <br /> permit to operate an artwork and framing business, as well as the sale of unopened <br /> bottles of wine. The total size of the residence is. 4,000 square feet. The approxi- <br /> mate squae footage devoted to the business would be 1,500 square feet with the <br /> remainder to be the couple's residence. They would not sell any unopened bottles <br /> of wine, but would like to have "wine tasting" on days of art shows. The couple <br /> expects approximately 20-24 people daily (more during Christmas season) . <br /> Parking would be feasible on the lot easily. They do not want to sell artwork <br /> without the ability to sell wine. They do not plan to sell art outdoors because <br /> of the affects of elements on artwork. It was pointed out that they would need <br /> a Class B liquor license. The couple currently owns and operates the Voyager <br /> Gallery in McFarland and would be relocated to High Point Road. They have been <br /> in contact with DC Zoning - Norb Scribner. <br /> In general, the Plan Commission had no problems with this informal request, but <br /> recommended the following: <br /> (1) Contact town engineer about safe driveway access to accommodate <br /> 24 cars daily <br /> (2) Contact neighbors on High Point Road as to their feelings of a <br /> commercial lot <br /> (3) Check requirements of exterior signs and lights with Dane County <br /> Zoning <br /> (4) Percentage of space limited to commercial <br /> (5) Contact town clerk to get an agenda for Feb. 26th town board meeting <br /> and check with clerk as to the availability of a liquor license through <br /> the town. <br /> "k/Y/ QfYL5,m Q<y - £2 r1 I%Iv 0 - <br />
