No. <br /> ANALYSIS: <br /> CONCERNS E)(PRESSED AT/AFTER PUBLIC HEARING _ <br /> STAFF COMMENTS; <br /> R.P.C. - Petition 5100. This proposed rezoning for a 4-unit multi-family <br /> residence Is within the Windsor urban service area. However , the site <br /> has been delineated as a wetland along with an extensive area to the <br /> north. It has also been designated an Isolated resource feature by the <br /> town and RPC action, as part of the Environmental Corridor mapping. <br /> The relevant policy is to: "Prevent future problems in the Town of <br /> Windsor associated with development of and construction in wetland and <br /> floodplain areas. " The problems to be avoided include flooded <br /> basements, shifting foundations, Increased runoff, drainage and flooding <br /> problems. <br /> Therefore, the site should not develop rather than Increase the <br /> intensity by rezoning It as requested. <br /> E.H.D. - <br /> Co.
