The purpose of the project is to convert wetland to <br /> upland for residential development. <br /> These comments have been prepared under the authority of the Fish and <br /> Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et <br /> seq.) and are consistent with the intent of the National Environmental <br /> Policy Act of 1969, the U.S. Fish and Wildlife Service Mitigation <br /> Policy, and Presidential Executive Orders 11988 and 11990. <br /> The Service recommends that the requested permit not be issued. <br /> The placement of fill in a wetland for residential development is a non- <br /> water dependent activity. It appears that suitable alternative upland <br /> sites for residential development are available on the applicants <br /> property and elsewhere in the area. Much of the wetland acreage of <br /> south central Wisconsin, including Dane County, has been drained and/or <br /> filled over the years. Allowing this fill to occur would directly <br /> contribute to the overall cumulative loss of wetland habitat in this <br /> part of the state. <br /> The proposed 1.148-acre fill site is in a Palustrine Scrub Shrub and <br /> Emergent Wetland adjacent to the Yahara River. The principal plant <br /> species present in the existing and proposed fill site include <br /> jewelweed, sedges, reed canary grass, cattails, and other marsh grasses; <br /> willow and dogwood shrubs; and eastern cottonwood trees. This wetland <br /> provides high to medium habitat value for mallard, blue-winged teal, <br /> ring-necked pheasant, songbirds, mice, voles, shrews, eastern <br />
