R.P.C. STAFF COMMENTS <br /> Petition 5150. This proposed commercial expansion is In an agricultural <br /> preservation area of the Town of Springdale. The following are acopted <br /> town/county commercial and Industrial policies: <br /> Commercial Development <br /> Objectives: <br /> 1 . To encourage the location of commercial uses which will <br /> provide goods and services to the area In a convenient , safe <br /> and attractive manner . <br /> Policies: <br /> 1 . To encourage major commercial development to locate in or <br /> adjacent to existing urbanized areas. <br /> 2. To prevent strip commercial development along roadways. <br /> 3. To provide for commercial development that Is compatitle <br /> with adjacent land uses. <br /> 4. To require commercial development to be served by public <br /> sewer except for highway service centers. <br /> 5. To control commercial development at existing and future <br /> highway Interchanges, to promote compact , convenient highway <br /> oriented facilities. <br /> 6. To zone only that portion of land necessary for the <br /> contemplated use when rezoning Is requested. <br /> Industrial Development <br /> Objectives: <br /> 1 . To provide for Industrial areas that contribute to the <br /> economy of the Town without adversely affecting either the <br /> rural character of the Town or the natural environment . <br /> Policies: <br /> 1 . To require industry, in general , to be served by public <br /> utilities except for industries that are rural oriented, <br /> which must be located near raw materials, or do not produce <br /> significant wastes. <br /> 2. To discourage isolated industrial development in <br /> agricultural areas where it may result in environmental <br /> degradation or conflicts with farming operations. <br />
