OPERATIONS PLAN Page
2-0515-1748 2 of 4 fl
1. GENERAL INFORMATION
The purpose of this plan is to provide a better understanding of the normal operations of the Dane
County section of the Crystal Lake Campground as part of the Conditional Use Permit requested by the
Dane County Zoning and Planning Department.
The Crystal Lake campground(CLC)is located in the southern part of Columbia County and Northern
part of Dane County. This existing campground has been in operation for about 50 years within two
counties. Dane County's part of the campground is located on parcel number 0907-022-8000-6 in the
NE1A of the NW''A, Section 2, T9N, R7E in the Town of Roxbury. The above referenced parcel is isolated
from other Dane County lands by the Crystal Lake itself which creates an administrative island that is
physically connected to the different county.
The Dane County portion of the campground includes 105 campers/RVs, and open rental sites.
The existing campground is a well-developed area with only a few existing open lots that are used as
rental sites. The open lots were occupied until mid-2008 when statewide flooding occurred, and campers/
RV's were removed to protect them from flooding. The current owner is looking to restore the layout back
to the pre-2008 format of the campground by returning the campers and RVs to the sites they used
previously. II
2. OPERATION PLAN
2.1. Operating Season
The minimum operation season is April 15 through October 15 for the Dane County area of the
campground. Quiet time is midnight to 8 am. There is additional security available on weekends until 2
am from Memorial Day to Labor Day. See Appendix A for the Rules and Regulations sheet and other
related information.
2.2. Staffing
One person is assigned to the permitted sites within Dane County. The employee responsibilities are
maintenance. The service is provided an on-call basis. Checking in and out of the campground is dealt
with at the main office located on the Columbia County Side of the campground. See Appendix A for the
Rules and Regulations sheet for other related information. Crystal Lake Campground will comply with all
applicable Federal, State, and local laws and regulations regarding staffing.
2.3. Anticipated noise, odors, dust , soot, runoff or pollution
2.3.1. Noise Control
At no time may the noise on the campground create a disturbance or interfere in any manner with other
people's enjoyment of the park. Crystal Lake Campground prohibits the use of individual generators.
Portage • Black River Falls • La Crosse
GECConsulting Engineering•Structural Engineering•Building Design•Environmental Services•Building Inspection•GIS Services GEC
Grant Procurement&Administration•Land Surveying•Zoning Administration•Mechanical,Electrical,&Plumbing Services
