Odor/Pollution <br /> The multitude of individual sewage holding tanks that serve the campers and RVs are the major source <br /> of unpleasant odors at the campground. CLC is looking to eliminate existing holding tanks by <br /> constructing a sanitary sewage collection and treatment system to serve Dane County area of the <br /> campground. <br /> 2.3.3. Dust Control <br /> ' There are multiple paved private roads within the campground. Management will assess and document <br /> the conditions of the road at each site during preseason start up inspection to determine if dust related <br /> issues have to be dealt with. <br /> 2.4. Compliance with the County Regulation <br /> The existing Campground was developed before the County's stormwater and erosion control standards <br /> were in place. We believe the campground was developed at a time when it was a permitted use in the <br /> Recreational Zoning District. It is understood that any proposed construction activity other than <br /> maintenance work will need to meet County regulations. <br /> 2.5. Sanitary Sewer <br /> The majority of the campers and RVs located within Dane County are connected to individual holding <br /> tanks that store raw sewage.A number of these tanks are suspect of either their actual capacity or their <br /> integrity. <br /> The Wisconsin DNR has,for decades, sought to get the past CLC owners to bring the entire camp- <br /> ground into compliance regarding collection and treatment of the sewage generated there. Most <br /> recently,with the change in ownership to Nate Trappe, headway has been made to that end. The initial <br /> step was to map the locations, capacities and capabilities of the sewer lines, manholes, laterals, sewage <br /> lift stations, and forcemains within the campground(in both Dane and Columbia Counties). They were <br /> also tasked by the DNR to locate and identify all unsewered camp sites which they did last year(see <br /> Appendix A). The existing campground routinely has all of its sites filled during the summer season. The <br /> DNR has pushed CLC to construct a sewage collection system for the entire campground as part of their <br /> continuing WPDES permit compliance. The DNR's Compliance Maintenance Annual Report(CMAR) <br /> ' and Capacity Management Operation & Maintenance(CMOM)program puts additional requirements on <br /> Mr. Trappe to bring his collection and treatment system up to par. Nathan understood that his existing <br /> wastewater treatment lagoons(in Columbia County)are in poor condition. The existing sewage lift <br /> stations are also in varying states of disrepair. Expanding the sewage collection system to include the <br /> Dane County area of CLC would place a significant burden on his existing system. <br /> Mr.Trappe saw an opportunity to eliminate existing holding tanks by constructing a localized sewage <br /> collection treatment system (POWTS).
