- <br /> DANE COUNTY <br /> Agriculture, Environment and Land Records Committee <br /> SUPPLEMENTAL RPC STAFF COMMENTS 3/27/90 <br /> Petition 4702. The staff comments for the public hearing noted the <br /> existence of an old stone quarry across CTH J from this proposed home <br /> site. Questions have been raised concerning the " Interim Mineral <br /> Extraction Site Protection Policy" as adopted by the Committee. <br /> This particular quarry does not fit the criteria of "existing" from <br /> Policy #1 since it is neither non-conforming , nor does it have a <br /> conditional use permit . That is why it was considered for CUP 795 in <br /> December . At that time, there was strong opposition from the Town and it <br /> was withdrawn. <br /> Thus, the mineral extraction site is not "active" and the question is <br /> whether there is some public policy need to re-open the operation in the <br /> future. As you have seen in applications for STH 78 construction, there <br /> are alternative sites available. <br /> If there is a desire or need to keep open the option of future use at <br /> this site, the Committee could either deny the requested R-1-A zoning or <br /> request a commitment from the homeowner which acknowledges the existence <br /> of this quarry site and would not oppose the re-opening. <br /> CUP 798. We have commented several times about the high risk of <br /> groundwater contamination in salvaging fuel storage tanks in a quarry <br /> site such as this. There are few specific sites which have less <br /> protection than a quarry where anything spilled or leaked goes directly <br /> into groundwater through bedrock joints and fractures without any <br /> filtering. <br /> We have also asked Al Czecholinski of the Public Works Department to <br /> comment (see attached) . <br /> TLS: IeI <br /> Attachment <br /> 4 <br /> 1 <br />
