PROPOSAL <br /> Watercress Park Assoc. would like the Town of Dunn Planning Comm. <br /> to consider the rezoning of Watercress Park from Agriculture to R-4 with <br /> the following restrictions. <br /> 1) A restriction limiting the land use to 14 single family units, thus <br /> totally restricting the further development of Watercress Park, or using <br /> the land for any other R-4 permitted use. <br /> 2) A restriction limiting each unit to a maximum first floor square footage. <br /> 3) A restriction limiting each unit to one outbuilding with a maximum <br /> square footage. <br /> The following are our major concerns as owners in Watercress Park <br /> Assoc. and also the reasons why we feel the rezoning would be of great <br /> benfit to not only the owners but also to the Town of Dunn. <br /> 1) A major investment has been made by Watercress Park and Sewer District <br /> #3 in a sewer system to serve the park for many years in the future. The <br /> rezoning would help us realize our return on this investment for many years. <br /> 2) By being zoned Agriculture we are now considered nonconforming use. <br /> Rezoning to R-4 (Multiple Family dwellings, condominium on a single parcel <br /> of land) would make us conforming. <br /> 3) By being conforming, it would help us with the problems we are having <br /> with Dane County in getting the proper variance to be able to connect new <br /> additions for sewer and water to exisiting buildings in need of major <br /> repair or without exsisting foundations. <br /> 4) Dane County would like to see the rezoning because it would clarify <br /> what we would be able to do with our units from a conforming standpoint. <br /> 5) To be able to better maintain each unit. Including replacing the older <br /> portions because of old age and use. Some units were built without <br /> foundations and are in need of repair both structural and electrical. <br /> 6) To protect our investments in case of fire or other unforeseen acts <br /> that could destroy a unit. By having the R-4 zoning we would be able to <br /> rebuild if over 50% were destroyed. <br /> 7) The cost of lake property in general has risen over the years. Our <br /> property assesment has doubled with the addition of sewer and water and <br /> we have been informed it may go up again next year. <br /> We can see the reason for the increase because of the land costs and <br /> major inprovements to the property, but we would also like the board to see <br /> our need to protect our investments by becoming a conforming area. <br />
