- • <br /> 17`qa <br /> TOWN OF COTTAGE GROVE <br /> BM900717 <br /> July 17, 1990 <br /> The regular meeting was called to order by Chairman Eugene <br /> Skaar at 8 : 00 P.M. The minutes of the last regular meeting <br /> were read and approved. <br /> Chuck Aiello appeared before the Board to explain that <br /> during the last heavy rainstorm, his two lots on Valley St. <br /> were flooded. He presented pictures of the flooding which <br /> had backed up from the culvert which is under Vilas Road. He <br /> stated that he thought that an additional culvert under Vilas <br /> Road on the north side of Valley St. would solve the problem. <br /> After some discussion, a motion was made by SK/TN to install <br /> a 42 inch culvert under Vilas Road on the north side of <br /> Valley St. Motion carried. <br /> Edward Knapton and Edward Eckloff appeared before the Board <br /> to request zone changes from RH-4 to A-2 and LC-1 to C-2. Mr. <br /> Eckloff also requested a conditional use permit for boarding <br /> horses. A petition signed by 27 local residents requesting no <br /> zone change be granted. Evan Harrison, Dave Bilske, Terry <br /> Strand, Melvin Gilbert and Mary Hendrickson all testified <br /> against granting the requested zone changes citing the extra <br /> traffic which would be on the road and the danger of riding <br /> horses on the right-of-way. A motion was made by RG/TN to <br /> reaffirm the original action to grant A-2 zoning. <br /> A letter was presented to the Board by Edward Knapton <br /> stating his intentions for the property, and would like to <br /> correct the zoning so that his property would conform to the <br /> proper zoning. Dave Bilsby stated that he was concerned <br /> about the condition of the road and the method of notifying <br /> the neighbors of zone change requests . A motion was made by <br /> TN/ES to approve the application for zone change on <br /> conditions that it says that the use be limited to landscape <br /> contracting and the sale of items associated with landscape <br /> contracting, horticulture, agronomy, and other agricultural ' <br /> activities , and permission to build structures to carry out !} <br /> these activities . Motion carried. <br /> Nicky Anders and Vanessa Sherman appeared <br /> to express their concerns on how the EMS is being eoperatedrin <br /> the Towns of Cottage Grove and Deerfield, and the Villages of <br /> Cottage Grove and Deerfield. The EMT membership has dropped <br /> from 37 last October to 19 at the present time. They stated <br /> that people are dropping out because of the management. <br /> After much discussion, Truman Neinstedt suggested <br /> letter be sent to the concerned Boards expaining that there <br /> is mismanagement. A motion was made by ES/MK that Truman <br /> compose a letter to the concerned Boards citing the concerns <br /> of the Cottage Grove Town Board. Motion carried. <br /> A motion was made by TN/MK that the Town Atty. draft a new <br /> reclamation ordinance for quarries which would be legal . <br /> Motion carried. <br /> The Fireman ' s Mutual Aid Pact and the HAZMAT Mutual Aid <br /> Agreement were reviewed.
