A - <br /> r <br /> Ms. Shary Bisgard <br /> Chairperson <br /> Agriculture,Environment & Land Records Committee <br /> Rm 116,City-County Building <br /> Madison,Wisconsin 53709 <br /> November 12th, 1990 <br /> Dear Chairperson: <br /> re:Petition 4918,CUP 886-Reclaimation Plan <br /> & Soil Conservation Plan <br /> This request is to resolve a existing situation from many <br /> years past. <br /> The lands known as the Town Dump Site was a sand extraction <br /> site prior to being used as the dump area. <br /> The property line between my fields and the Dump is a sheer <br /> drop ranging from 15 to 25 feet. <br /> The Town of Deerfield has closed the open pit dump/burn site <br /> under a DNR closure plan in the spring of this year . <br /> I want to re-shape the Easterly 10-11 acres so that the low <br /> point in the dump will drain properly and at the same time <br /> stop the constant erosion from my fields over this drop-off <br /> along the property line . <br /> If we go Westerly about 400 feet from the dump property line <br /> and re-shape the field on a gentle line we will have a field <br /> with 4-5% slope when it is complete . <br /> Mr . Ed Scaro,P. E. of Environmental Services Group, was in <br /> charge of the Town dump closure operation. His position on my <br /> re-grading proposal is enclosed as it affects the Town Dump. <br /> The plan is to save all top soils of both the A and B <br /> horizons. Remove the sub-soils as necessary to achieve the <br /> slope grades of 4-5% maximum fall . Re-direct the field <br /> drainage Southerly away from the closed dump site and onto <br /> work lands I own South of the affected area. <br /> Grading would be in an eliptical pattern from N-S,bringing <br /> the soil from the West side around and placing it on the East <br /> side . The open cut area would be about 150 ' wide at its <br /> widest point at any given time . <br /> Re-planting on the replaced soils would be carried on <br /> annually in the same manner as the balance of the adjoining <br />
