Friday,July 22,2016
Dane County Planning& Development
To whom it may concern:
I would like to perform lot improvements to the property on County AB north and adjacent to Interstate
39.The town has planned for this area to be commercial and your township plan is attached. Due to the
present site topography the site is not suitable for development. In the process of improving the site, I
would like to mine sand out prior to filling and then fill the site.At this time I do not intend to excavate
the front 200 feet from centerline with the concept to save good ground for structures. The rest of the
filled site could be used for parking, one story buildings, etc.
Speedway Sand &Gravel, Inc is permit submitter and will manage the site.
The potential use we want for the site now, is for a sand pit and fill site which could be for near future I-
39 work and possibly a new interchange at AB and 12/18. Other ongoing projects could involve City of
Madison and other nearby area contracts. In addition to filling our intention is also to process crush and
recycle any reusable concrete, pavement and dirt that is suitable for reuse. The machinery we use is on
the small end and designed for urban work with noise and dust suppression. The processing would not
be constant, but sporadic.
Our procedure will be to create a ten-foot berm on AB for the duration of the project. We also intend to
create berms as we go to minimize any visual and wind effects. The plan would to be to excavate and fill
from east to west and reclaim in the same order. We would continually build up east and side
slope/berms and seed as we fill. We estimate that the site would be filled in less than 20 years. The
availability of material and dumping with access from interstate project would probably mean less truck
traffic on town and county roads.
NO blasting is anticipated.
Thank you,
Tom DeBeck
