iiiiiCITY OF SUN PRAIRIE <br /> I DEPARTMENT OF PLANNING AND <br /> ECONOMIC DEVELOPMENT <br /> 124 COLUMBUS STREET <br /> SUN PRAIRIE, WISCONSIN 53590-2299 <br /> (608) 837-2511 <br /> April 14, 1989 <br /> Agriculture, Environment and Land Records Committee <br /> Attn: Mr. Bill Fleck, County Staff <br /> Room 116 <br /> City-County Building <br /> Madison, Wisconsin 53709 <br /> RE: Proposed Rezoning on Berlin Road <br /> Town of Sun Prairie <br /> Dear Committee Members <br /> Thank you for the opportunity to comment on the proposed rezoning on <br /> Berlin Road for approximately 1.1 acres from A-1 to R-lA (case #4474) . <br /> The City has reviewed the petition and has the following comments: <br /> 1) The requested R-1A zoning represents a spot zone in this portion of <br /> the Town, in that the subject property is located in an area which is <br /> dominated by A-1 zoning, and in which no other R-1A properties are <br /> present. If approved, the proposed zoning could be viewed as <br /> precedent for additional residential development in this area; <br /> 2) The stated objective of creating a single-family lot for a family <br /> member is desirable if such single-family residential use can be <br /> limited to a family member--this would best be accomplished by <br /> retaining the A-1 zoning and approving the house as a conditional use <br /> (per Section 10.123(4) (a)) , however, lending institutions are often <br /> hesitant to approve financing for such a condominium-type arrangement; <br /> 3) The proposed rezoning does not appear to be consistent with the Town <br /> of Sun Prairie Plan which shows the area for agricultural, rather than <br /> unsewered residential, uses -- however, the proposed use is consistent <br /> with common Town rezoning practices to facilitate limited farm <br /> family-oriented residential development. <br /> In response to such needs and concerns other Towns have adopted planning <br /> policies which limit the number of additional lots which can be carved out <br /> of an existing agricultural parcel to no more than one. Such a policy <br /> represents a balancing of property owner interests with a desire to limit <br /> precedent for spot zoning and leap-frog development. <br />
