May 8, 1989 'CJWP �'�` <br /> Agriculture, Environment and Land Records Committee: <br /> We are residents of the Town of Middleton and close neighbors of the proposed <br /> town hall/sheriff' s department/baseball diamond site. We feel the site is <br /> inappropriate because of the following: <br /> 1. Additional traffic will ensure as a result of the proposed facility. <br /> The combination of additional traffic, rapid area development, hilly <br /> terrain, and recreational use of the roadways (joggers, bicyclists) will <br /> create a traffic hazard. The access roads, Twin Valley (with limited <br /> visibility to the west) , and Pioneer Road, both enter Old Sauk 'Road on <br /> the hills leading to the valley entrance of the proposed facility. The <br /> combination of these factors will create a dangerous situation on the <br /> light-duty rural roads. <br /> 2. The property is a rural parcel without sewer. A septic or mound system <br /> for a facility of this size could contribute to groundwater pollution. <br /> 3. Nearby residents arising early for employment would realize great <br /> discomfort from late-night baseball games, social events, etc. <br /> 4. Value of our properties will be diminished because the lighted baseball <br /> diamonds and sheriff' s department will be a detraction. These <br /> facilities are generally located on major thoroughfares or near <br /> commercial properties. Since people will be hesitant to purchase nearby <br /> residential properties, and commercial development is unlikely because <br /> of adjacent residential development, values will suffer. <br /> If a conditional use permit is granted, please consider our concerns and include <br /> the following conditions: <br /> 1. Since this facility would be similar to a business, a conventional <br /> septic or mound system would not be adequate. To control pollution, a <br /> holding tank with frequent pumping would be necessary. <br /> 2. Continuous plantings of approximately 50 feet in width and initial <br /> height of not less than five feet, around the perimeter, are needed to <br /> buffer for sight and sound. Plantings are to be included in the initial <br /> construction plans. Cost will be included in the total construction <br /> costs of the facility. The total cost of the facility shall not exceed <br /> the proceeds form the sale of the old town hall site. <br /> 3. Since lighting of the baseball diamonds is not in keeping with the rural <br /> character of the area, lighting should be limited to that necessary for <br /> the municipal building. Lighted baseball diamonds would encourage late <br /> games. <br /> 4. A park closing time of 9 p.m. to allow nearby residents quiet for rest. <br /> 5.
