IMPORTANT OPPORTUNITY TO PROVIDE A NEW TOWN HALL <br /> AND COMMUNITY PARK FACILITIES <br /> On May 16, 1989 Town of Middleton voters will have the opportunity to provide a <br /> solution to a long-term problem: How to replace our aging Town Hall and inadequate <br /> Community Park. <br /> WHY DOES THE TOWN NEED A NEW TOWN HALL / PARK? <br /> The current building is too small , too cold in winter, too hot in summer. It <br /> has room for only one meeting at a time, making scheduling difficult. It is <br /> hard to see and hear at meetings. The main meeting room is also used to park <br /> the snow plow, making it a dirty place for-meetings. <br /> There is not adequate storage space for Town records - maps, files, documents, <br /> office supplies, library materials, legal books, typewriter, or the computer. <br /> The Town Clerk and Treasurer must store materials and records in their homes. <br /> The garage has inadequate electrical wiring, no insulation and cracks and <br /> holes showing daylight through all the walls. It has poor lighting, poor <br /> drainage for cleaning vehicles, and no ventilation for exhaust. During election <br /> days, the garage cannot be used, because fumes make voters and election workers <br /> ill . <br /> There is not room to store all the town vehicles inside, resulting in costly <br /> weather-wear to them. Those vehicles and machines that can be stored inside are <br /> damaged by the road salt which must also be stored in the same room. <br /> It is hard to justify spending money to repair and remodel a Town Hall which <br /> is LOCATED ABOUT ONE-HALF MILE INSIDE THE CITY OF MADISON. <br /> The Town Park has only one under-size ballfield. It is located far away from all <br /> users and is accessible only by car. It provides room for only one sport. The <br /> whole site is a risk because it lies in the future path of Madison's High Point Road. <br /> The extension of the road will eliminate this park and a major part of the Town Hall <br /> parking, as well as cost the Town an expensive assessment for Madison road improvements. <br /> Why hang on to a very valuable piece of property which does not meet our needs? <br /> EXISTING FUNDS AND GRANTS ALLOW A NO TAX INCREASE SOLUTION <br /> Through the efforts of your volunteer Parks and Recreation Commission the Town <br /> has received a grant from the DNR administered Local Park Aid Program for $40,000. <br /> The purchase price for this 31 acre site is $93,900. The net cost to the Town <br /> will be $53,900 because of the DNR grant. <br /> The current TownHall/Park site on Mineral Point Road is very valuable land. Now <br /> is an optimum time to sell this land. The sale price of the old site is intended <br /> to cover the cost of land, buildings, and substantial park development at the <br /> new site. THERE IS NO NEED TO RAISE TAXES TO ACHIEVE THIS MAJOR IMPROVEMENT <br /> FOR THE TOWN. <br /> Future phases of park development will be eligible for DNR grants, and donations <br /> and volunteer efforts will be solicited. If any Town funds are proposed in future <br /> years, they will be a part of the regular budget process - which must be approved <br /> at a Town Meeting by you, the voter. <br />
