Jun0--13, 1989 - - <br /> Agriculture, Environment & Land Records Committee <br /> Dane County Zoning Department <br /> Room 116, City-County Building <br /> Madison, WI 53709 <br /> Reference: Conditional Use Permit - #747 <br /> Dear Committee Members : <br /> With reference to the Conditional Use Permit #747 for mineral <br /> extraction site on 30 acres located on 7377 Valley View Road, <br /> Section 33, NW NW in the Town of Middleton, we would like to <br /> make you aware of a number of concerns . <br /> Concern #1: Residential Property <br /> The property in question is on the corner of Valley View Road <br /> and Sugar Maple Lane. Sugar Maple Lane is a dead end road <br /> approximately 1/2 mile long. On this road, there are nine <br /> residents , one parcel of farm land belonging to the Church of <br /> Jesus Christ of Latter-Day Saints, and the property in <br /> question. Although not a formal community development, Sugar <br /> Maple Lane has become an area of residential single family <br /> neighborhood, of single family residents , including children <br /> that are picked up by the school buses on the corner of Sugar <br /> Maple Lane and Valley View. The property in question has <br /> two-tenths of a mile or its longest area along Sugar Maple <br /> Lane. As a residential road, there is concern about allowing <br /> mineral extraction in this area. <br /> Concern #2 : Soil Conservation Requirements <br /> Many of the Sugar Maple Lane residents use part of their land <br /> for agriculture, whether it by corn, wheat, alfalfa or <br /> livestock. As such, there are stringent requirements by the <br /> Department of Agriculture on soil conservation, particularly in <br /> the natural water flow through this land. Because this land <br /> rests on the bottom of the hill, its preservation is critical . <br /> The land used for growing crops require strip cropping in these <br /> critical erosion areas . It seems hypocritical to allow the <br /> opposite to occur in this same community--soil extraction <br /> without any strict requirements for conservation or any written <br /> plans for dealing with this problem. <br /> Concern #3 : Safe Access to the Property for Heavy Trucks <br /> At present, the access to this property is on Valley View Road <br /> just east of the highest point in the area on Valley View Road. <br /> This presents a potential hazard for vehicles traveling east on <br /> Valley View Road as they will not be able to see heavy trucks <br /> attempting to access Valley View Road from the property. In <br /> addition, the roads are restricted to certain weight trucks of <br /> which these, particularly when loaded would exceed. Sugar Maple <br /> Lane would not be able to accommodate these trucks and moving <br /> access, if possible, further down the road would not be <br /> recommended due to school bus use from Sugar Maple Lane. <br />
