In light of the <br /> importance throughout Dane County to conserve land, a formal <br /> plan needs to be submitted, approved and then monitored for <br /> compliance. Without such a plan, no conditional use permit <br /> should ever be granted based on speculation of what a owner may <br /> state at a hearing of the good intentions . We all know how good <br /> intentions sometimes do not become reality due to unforeseen <br /> circumstances of land owners . There may be good intentions to <br /> return the land to its original condition, but what are those <br /> plans, how long will it take, etc . need to be spelled out in <br /> advance. <br /> Concern #5: Integrity of Business Practices <br /> Agriculture is a special business that is controlled by state <br /> and federal regulations so that it benefits a wide spectrum of <br /> the community, the farmer and the consumer, while maintaining <br /> the integrity of the land. Mineral extraction is a totally <br /> different type of business where the integrity of the land is <br /> not an important part of the business . What are the obligations <br /> of the owner to the integrity of the land? The business of soil <br /> extraction means taking the top soil from the ground without the <br /> obligation to take steps to refurbish the land. Unlike <br /> agriculture, it involves on-going extraction, constant moving of <br /> dirt, even potentially large mounds of top soil waiting until <br /> demand is required. It also involves taking top soil which is <br /> best build up (deeper layers ) along natural water flows (erosion <br /> areas) which may not be put back into its natural state, <br /> potentially disturbing the natural flow of water in the area <br /> particularly critical in Spring. In a growing community where <br /> neighbors are working together to develop and maintain an area <br /> conducive to both the quality of life for our families while <br /> maintaining that natural state of the environment, it would be <br /> essential to maintain this integrity as the Sugar Maple Lane <br /> neighborhood develops .
