Those points include the following: <br /> Description of Proposed Operation <br /> As described at the November 2, Board meeting, John and <br /> James Keleny are proposing to remove some of the topsoil from the <br /> 30 acre parcel located at the intersection of Valley View Road <br /> and Sugar Maple Lane in the Town of Middleton. The depth of the <br /> excavations will depend on the thickness of the topsoil layer and <br /> may range from a few inches to several feet. At no time will <br /> more than 1/2 acre be exposed. This is an area of approximately <br /> 100 ' X 200 ' . In other words, only a very small area will be <br /> undergoing excavation at any one time and then only to shallow <br /> depths. Those excavations will be immediately backfilled, <br /> covered with a layer of topsoil and planted back in farm crops or <br /> grass cover. The majority of the property each year will be <br /> planted in farm crops. This is a small operation which does not <br /> involve large open pits, drilling or blasting as is associated <br /> with some mineral excavation sites. <br /> Description of Surrounding Area <br /> Although homes have been constructed on some of the <br /> surrounding properties, the character of the area around the <br /> proposed site is primarily rural. Activities presently being <br /> pursued on neighboring properties, which contribute to this rural <br /> character, include the stabling and pasturing of horses, the <br /> maintaining of a dairy herd and the maintaining of substantial <br /> corn fields. In addition, a neighboring property may be enrolled <br /> in the Conservation Reserve Program. Finally, a large parcel, <br /> which adjoins the proposed site at the southwest corner, is owned <br /> by the Bruce Company and is already engaged in stockpiling and <br />
