Required site plans shall include detailed site <br /> restoration plans, which shall include at minimum, <br /> detailed grading and revegetation plans, and a detailed <br /> written statement indicating the timetable for such <br /> restoration. A surety bond, in an amount equiva- <br /> lent to 110% of the costs determined to be associated <br /> with said restoration (as determined by a third party <br /> selected by the City) , shall be filed with the City by <br /> the Petitioner (subject to approval by the City Adminis- <br /> trator) , and shall be held by the City for the purpose <br /> of ensuring that the site is restored to its proposed <br /> condition. (The requirement for said surety is waived <br /> for waste disposal facilities owned by public agen- <br /> cies.) <br /> v. Shall comply with Section 13-11-5, standards and <br /> procedures applicable to all conditional uses. <br /> (h) Accessory Uses <br /> Accessory uses are land uses which are incidental to the principal <br /> activity conducted on the subject property. Only those accessory <br /> uses listed in Table 13-4-4 shall be permitted within the jurisdiction <br /> of this Article. With the exception of a commercial apartment (see <br /> (1) , below) , or a farm residence (see (3) , below) , in no instance <br /> shall an accessory use, cellar, basement, tent or trailer be used as a <br /> residence. With the exception of farm buildings, no accessory build- <br /> ings located within a residential district shall be constructed or <br /> finished with nonresidential building materials. Furthermore, all <br /> accessory buildings within residential districts shall be construct- <br /> ed in a similar style and with similar materials to the principal <br /> building in the neighborhood. Accessory uses shall not be located <br /> between a principal building and a street frontage on the same lot, <br /> nor within any required front yard or street side yard. <br /> (1) Commercial Apartment <br /> Description: Commercial apartments are dwelling units which <br /> are located above the ground floor of a building used for a <br /> commercial land use (as designated in Subsection (d) , <br /> above)--most typically an office or retail establishment. The <br /> primary advantage of commercial apartments is that they are able <br /> to share required parking spaces with nonresidential uses. <br /> a. Permitted by Right: Not applicable. <br /> b. Special Use Regulations: Not applicable. <br /> c. Conditional Use Regulations (NC, SC, UC, CC) : <br /> i.
