Bisgard and Members : <br /> I would like to take this opportunity to summarize for you the <br /> property owners ' position with regard to this rezoning petition. At <br /> the hearing on October 10, you received public comment from many of <br /> the owners of lakefront lots along the shoreline of Colladay Point <br /> in support of the Petition brought by one of those owners, Robert <br /> Knickmeier . Those comments seemed to express concerns about <br /> "physical impact" , "density" and "the neighborhood" . <br /> Many of those who spoke in favor of the Petition, particularly <br /> Mr . Zarnsdorff and Mr . Grant, expressed a concern about the impact <br /> of any development on this land on the current drainage patterns in <br /> the area . As the studies conducted by Lakeland Engineers, Inc. , <br /> indicated, the owners share that concern and have already undertaken <br /> steps to insure that neither construction activity nor the final <br /> land use will have an adverse impact on the ground water or the <br /> run-off into Lake Kegonsa . It is important to remember in this <br /> regard that the problem stems from the erosion occurring on the <br /> agricultural land on the other side of the highway. Certainly the <br /> principal responsibility ought to rest with that landowner who, I am <br /> told, is receiving public monies to assist him in that effort . <br /> Furthermore, as you very well know, Chapter 14 of the Dane County <br /> Code of Ordinances contains a stringent set of requirements which, <br /> in combination with the regulatory efforts of the Department of <br /> Natural Resources and Department of Industry, Labor and Human <br /> Relations , provide a strong assurance that any development on this <br /> site , or on any other, will not act detrimentally on the <br /> environment . There was no testimony given, nor could there be at <br /> this stage of the development, that any problems associated with <br /> construction on the site cannot be adequately addressed. <br />
